Section 1. That except as provided by the Charter of the
CitJ of SJaslewood, Colorado, and except as provided herein, tbe proce-
dure for tbe creation of special or local iaproveaent districts in said
Citr, tbe coaatruction or installation of improveaents 111 eaid special

Section 2. Whenever there is filed a petition for special
or local iaproveaenta, which petition is signed by a il&jority of the
propertJ owners in any d••i1nated special or local iaproveaent district,
or whenever tbe City Council sball provide for the construction or in-
stallation of special or local iaprovements within a designated district,
tbe CitJ Council shall adopt a resolution of intention to create a
special or local iaproveaent district in said City and provide therein
for tbe right to protest against the construction or installation of the
proposed iaproveaents and for notice of a public bearing thereon.
Section 3. Sucb notice of public bearing shall be substan-
tially the aaae as the notice of intention prescribed by the laws of the
State of Colorado. Such notice shall be published iJl three consecutive
weeklJ issues of a n .. spaper of general circulation in tbe City and the
date of such public bearing shall be not less than 15 days after the
first publication of such notice.
In addition to such publication, a notice of intention
to create tbe special or local improvement district shall be aailed by
prepaid poatase to each known owner of real property within the proposed
district, sucb aailed notice to refer to tbe published notice for de-
tail• of the proposal.
Section 4. After sucb public bearing, or an adjournment
thereof, tbe City council shall b' ordinance order tbe creation of tbe
proposed special or local improveaent district for the construct~on or
installation of tbe iaproveaents therein, and may, by resolution provide
for notice to contractors to submit bids for tbe construction or instal-
lation of tbe iaproveaents, for notice of sale of bonds to pay the
costs and expenses of constructing or installing tbe improvements, and
aball by ordinance, provide for the issuance and payaent of sucb )loads.
Section 5. When tbe final costs and expenses of constructiDI
and installing the improvements are ascertained, the City Council sball
bJ resolution provide for a bearing on tbe aaount of assessaents to be
levied against real property within the district and for notice of public
bearin1 on the proposed assessments. Notice of such bearing shall be
published in three consecutive weekly issues of a newspaper of general
circulation in tbe City and the date of bearing shall be not less than
l~ daJ• after tbe first publication of such notice.
Section 6. After such bearing on assessaents, tbe City
Council shall by ordinance levy assessments on tbe real property in tbe
district and provide for tbe collection and enforceaent of such assess-
aents.
Section 7. By reason of the fact that· special or local iapro-
veaents are urgently needed in said City, wbicb iaprove .. ~ts aay be con-
structed or installed only during tbe construction period under favorable
weather conditions, it is ber•bY declared that an eaergency exists and
tbat tbi• Ordinance is necessary for tbe preservation of public property,
health, peace and safety, and it shall become effective i ... diately upon
its final passage.
