When tbe 8&tter of inclusion of the Jones-llbrrow-Bvans lands into the
Soutb-&aat &aslewood Water District came before the City Council on June 15tb,
it appeared to be a perfunctory movement since it bas been recommended by tbe
Water and Sewer Board, and the necessary documents bad already been executed
bJ the District officer• and were available.
However, the point waa raised by some of the Council members that some
applicants bad recentlJ been denied annexation to the Di strict by action of
tbe District Board of Directors. The only information available durinc the
Council ••••ion wu quoted from your original letter of Kay 15tb, that the pro-
pomed landa lie "within the service area previously approved by tbe City"
and a further tbousbt ac:IYaaced tbat probably the lands of other applicants
lie outside of this service area.
After conaiderable discussion, and in consequence of the question not
beins fully &D&wered, the matter of the annexation was tabled, and with a
directive to this office to form this letter, askin1 for clarification by
four Board as to the reasons for approval of certain areas for annexation and
denial to others.
Any information on this question which you may see fit to tranallit, will
be appreciated by the Council members, and I am sure will be carefully considered
by them.

an exten•ion of tbe •ervice area, tbe piatrict cannot conaider tbe inclusion
of landa lJiDI outaide of the preaently defined service area. our District
expanaion is liaited by, first, tbe available water supply allocated to tbe
Di•trict by tbe City; secondly, by the capacity of the District atora1e and
diatribution facilitiea; and thirdly, by the general best interests of tbe
elector• of tbe Diatrict. The first factor, water, is solely within tbe con-
trol of the CitJ. The aecond factor, engineering, is within the joint control
of tbe City and tbe District. Tbe third matter of "best interests" is one
of Diatrict policJ.
It abould be ob8erved that the Diatrict is always interested in increaa-
in1 it• tax baae in order that tbe coat of the District distribution facilities
aay be more rapidly liquidated, and from this standpoint, expanaion ia desir-
able, aubject alway• to the overridin1 considerations of water supply and

stated that it waa not connected in any way with the condemnation of the
portion of the street in the case of the Linkenbeils. Be atated that in
bi• opinion tbe lands are in a natural drain course and tbat no act of tbe
City baa changed or authorized a change of that course.
Tbe City Attorney reported on the mattar.t ·of the condemnation of a
caaapool on South Broadway. He reported that notice bad been served on
tbe owner and tbat the owner bad advised the Building Inspector that the
property is under sale with occupancy on or before July 3l&t. The plans
call for the demolition of the present building and a new building to be
erected which would connect to sewer service.
The City Attorney reported that the Colorado Supreme Court bad up-
held tbe Cortez Occupational License tax in a recent court decision.

Councilaan Kreiling suggested the use of envelopes and inserts witb
each bill so that the users could continually be informed of progress
and changes in the Water Srstem.
The Mayor reco1DJ1ended that the matter be referred to a comllittee of
tbe Water and Sewer Advisory Board and the City Manager for tbe initiation
of tbe public information program. He asked that the Water Department
investigate the cost of envelope mailing for consideration in connection
with tbe 1960 budget estimates.
CouDOtlaan McLellan remarked that all departments of the City are
in need of better public relations. The City Manager co ... nted that ll&DJ
or1anizations handle this by use of a "House Organ" edited by the eaployees.
