Co..tasion, Recreation Council, and other interested partiee were invited
to attend.
DISCUSSION OF PARKING IN '111.1 3500 BLOCK SOUTH BROADWAY
llr. llobert B. Cloae, stated that be represented 16 or 17 property owners
and buain .. s .. n relating to the abolishaent of angle parking in the 3500
block of South Broadway. Be info1"118d the Council that soae of these owners
have expended a conaiderable aua of money to widen South Broadway so that
it would coaply with the ainiaua width as set forth in the Traffic Ordinance
aa a prerequiaite to angle parking. Having coaplied with the con~tions
for proviaiona of an1le parking, be stated that this aetbod of parl:1g·.,was
the only legal parking authorized for the 3500 block. Be re ... rked that in
effect the Traffic Bngineer bas repealed the ordinance of tbe Council by
re110vi111 an1le parking fro• this block and substituting parallel parking.
Be introduced llr. II. II. Su1DIB8rs, 3140 South Delaware, who stated that
be bad diacuaaed the matter with the owners in the 3500 block South Broadway.
He atated that the Traffic Engineer bad in his file a petition circulat~d
by bi .. elf calling for the abolishment of parallel parking in that blic>ek ·
and return of angle parking. Be presented different aeasureaents to the
Council abo•ilJI, that in bis opinion, 11 parking spaces bad been eliainated
by re110ving aucle parking. He stated that the business aen in that area
need all the parking f~cilities possible and that the Traffic Engineer -
cannot arbitrarily re110ve <parking from the street. Council ... n Hill in-
quired if llr. su ... ra objected to the restriction of angle parking required
by tbe ri1bt and left turna at Haapden. llr. Sum..,.f.replied tbat be did
not and that thi• reatriction was not included in/I~•~· Discussion enaued.
Councilaan Grabaa asked that the Traffic Engineer present further in-
foraation to the Council so that it may come to a decision on tbe matter.
The City Manager referred to the letter which the Traffic Engineer sent to
each of tbe aignera of the petition for the return of parking to the 3500
block South Broadway atating that as a general rule it was not the policy
of the Manager to ~ring iteas of a routine adainistrative nature to the
Council but tbat when a group of persons insi8ted upon doing so that was
their prerogative and they were not prevented fro• so doing.

with regard to this matter and bring that information to tbe Council at a

Councilaan Woods reported that be bad advised the Joint City-School
Collaittee of the City!s need for Hawthorne School and stated that the school
representatives replied that they would consider tbe City's need and atteapt
to aet a ainiaua figure for 110nthly rental. He stated that the School Board
felt tbey aigbt have so .. thiDI definite in about a month.
'lbe City Manager reaarked that be bad ... de an informal request for use
of the achool pending the official request fro• the Council. Be asked that
tbe Council at thi• tiae aake an official request for the use of Hawthorne
School on or about July 1, 1960.

one intended only to aeet bond or other legal requireaents. Upon the call

"Tbat the ensineering fir• of Harold Hoskins and Associates be
retained &11 en1ineering consultants for the City's ... star drainage
plan, and that the Planning Commisaion be authorized to proceed
on behalf of the City in preparing a request for Federal aid in
cooperation with the other neighboring communities."
Tbe City llanager reported that Cherry Hills Village and Greenwood
Villa1e also are interested in this drainage study and the City of Bnglewood
aay receive actual value fro• the• in this regard.

Tbe llayor au1111&rized the discussion as follows: That no cost would be incur-
red by the City unl .. a a Federal Planning Grant is allow84;that the City and
••her a1enci .. within the entire drainage area should cooperate in the study
and abide by the results of the study; that the City aust liait its partici-
pation at this point to normal costs for preparing the application .for Federal
Aid and aecurins tbe Planning Grant; and, that there was soae indication that
a certain ainiau• a11e>unt of engineering bad to be done prior to the applica-
tion itself.
Tbe llayor reported that two points were critical; that of the extent

Tbe llayor discussed the 11e>tion as amended, remarking that be was not
favorable to the aotion due to the fact he felt that the other comaunitiee
should participate fro• the beginning otherwise they would not participate
at all. Discussion ensued. Councilman llcLellan reaarked that if the aaended
aotion were approved and Cherry Hills Village and Greenwood Village were noti-
fied of this action and cooperation requested fro• the• while the application
wa11 beins coapleted prior to filing, it was quite likely that Cherry Billa
Villas• and Greenwood Villa1e would join Englewood in this effo•t. Discussion

Tbe City Clerk read the following recoaaendation fro• the City Planning
and Zonin1 Colllliaaion:
"Tbat if a requeet is received for vacation of five feet of tbe
existing ten-foot eaaeaent along the north line of Lot 2, Gil-
patrick Subdivision, aucb vacation be favorably considered."
Tbe City llana1er explained that this matter bad coae before the Board
of Adjuat .. nt for tbe granting of a variance. Tbe City Attorney bad objected
to this procedure and suggested that the easement be partly vacated. Be
noted tbat there was no request for action but that abould an application coae
before the Council that tbe Planning Coaaisaion was favorable.

Food Bar, bad obtained a teaporary restraining order and coaplaint a1ainat
the City of Knclewood relating to bis sale of 3.2 beer. lie •aid that tbe
auit waa two-fold, firat of all stopp•n1 the City fro• enforcin1 the ordi-
nance and aecondly contending that the ordinance was unconatitutional. Be
reported on the case to date and that the matter bad been put over until
1'oveaber 2nd at 1:30 P.K. Be asked that the City Council authorize bi• to
defend tbe case on behalf of the City.

valuation to the General Fund Budget, the City Manager stated that this Budget

the General Fund which affect the Water Fund and Sewer Diapoaal Plant Funds
