Mr. Josepb B. Leyden per•onnel manager for tbe Miller Super Market• in
tbia territory, stated tbat 4()1 of tbe •uper markets in tbe United State•
•ell 3.2 beer, and tbat it baa becoae coa11e>n practice to sell 3.2 beer in
grocery stores.
Tbe people in tbe audience in favor of 3.2 beer bein1 sold in tbe
super aarket• were aaked to rai•• their bands, 37 sisnified tbey were,
upon a second poll it waa sbown that only 10 were residents of tbe coamunity.
Another poll waa then taken of tbo•e wbo were opposed to tbe sale of
3.2 beer in tbe •uper aarket• and this poll showed 36 residents were oppoaed.

Business11&11's Coaait~ee pre•ented petitions signed by 998 residents in tbe
i ... diate six block area of Miller's Super Market, 101 West Floyd Avenu,,
stating they were oppo•ed to the granting of a license to sell 3.2 beer and,
tbat it is their belief tbat tbe e•tablisbment of a place sellin1 liquor
and/or beer at tbe above location is unnecessary and undesirable fro• the
standpoint of safety, 11e>rality and peaceful living of tbe citizens of tbe
co111mnity, and fro• tbe standpoint of the number of licensed outlets in the
City.

Dr. Gatewood Milli1an spoke a1ainst the issuance of the license and
indicated tbat it would beco .. co11110n place.
llr. w. D. Scbnackenber1, Research Bn1ineer with tbe University of
Denver and wbo reside• at 4601 Soutb Bannock, stated be bad circulated
petitions a1ainat tbe 1rantin1 of 3.2 beer license and tbat most of tbe
people indicated it was not a proper item to be sold in a food store and
tbat there were plenty of outlets, and that those people be contacted
were about 4 to l against the granting of the license.
Reverend Bubert Underhill of the Mayflower Congre1ational Cburcb and
secretary of the Ministerial Alliance, spoke ppposing the issuance of a
license for the sale of 3.2 beer in super markets.
Letters of protest were received from the followin3 residents.
Rev. Sher11&11 Miller of the First Christian Church, the Christian
Business Ilana Aasociation containing 30 si1natures, Jira. c. w. Guisin1er,
3297 South Downin1, Barry J. Lane, 4010 South Lincoln, Carl B. lloeller,
431 Bast Girard Avenue, and Mrs. Glen Turner, 2935 South lla.rion Street,
piano teacher of 27 students.
llr. Quiat spoke asain for the granting of the 3.2 license and stated
that the Miller's Super Marketa were capable of handling the sale of 3.2
beer in tbe proper 11&Dner.
Mr. Simon, speakin1 in opposing the license, then stated, it is a
question of whether it is deairable.

llr. Simon in final rebuttal, stated that the Council should conaider
tbe deaires of tbe inbabitanta, demonstrations and is there a need.

After discussion, it was decided that the City should stress tbe fol-
lowing phases of the Kaster Plan.
(1) Stora drainage system.
(2) Parks and Recreational system.
(3) Public Buildings.
(4) Preliainary llaster Street Plan.
(5) Capital Improvements Program.

WRBRBAS, Ordinance Ho. 15, Series of 1956, of the ordinances of
tbe City of Englewood, Colorado, was finally passed and approved on 3uly
2, 1956, and is now in full force and effect; and,
WllBRBAS, said ordinance prescribes rules and regulations for tbe
operation and aaintenance of the water system of the City of Englewood; and,
WllBRBAS, said ordinance prescribes in part, by sub-paragraphs
(a), (b), (c), Paragraph 25, subaection.A of Section 2 thereof, that tbe
City aay require connection of existing water services to a new City 11&in
in the event an inadequate line is causing undue hardship to the users of
said line, or to the City; and,
1fllBRBAS, a hardilbip to the users and to the City exists because
the existing inadequate 2-inch water line on South Grant Street between
Bast Baapden Avenue and a point approximately 400 feet south is in poor
condition and subject to leaks:
