That said assessments shall be due and payab~e at the office of the City Treasurer, within thirty days after the final publication of this Ordinance, without de11&nd; provided, that all such assessments may, at the election of the owner, be paid in installaents, with interest as hereinafter provided. Failure to pay the whole aasess- .. nt within said period of thirty days shall be conclusively considered and held an election on tbe part of all persons interested, whether under disability or otherwise, to pay in such inata11 .. nts. In case of such election to pay in installaents, the assess .. nts shall be parable at the office of the County Treasurer of Arapahoe County, Colorado,~in ten (10) eq*&J amn•aJ installaents of principal, the first of which inatallaents of principal shall be due and payable on or before the first day of August, A. This ordinance, after its final passage, shall be recorded in tbe city ordinance book kept for that purpose, shall be authenticated by tbe signature of the llayor and City Clerk, and shall be published in the Englewood Herald and Enterprise, a newspaper of general circulation p~blisbed in said City, shall take effect and be in force upon the expiration of five days after it is ~o published, and shall be and re11ain irrepealable until the assessments hereby made shall be paid in full. Section 4. Since it is iaperative that said assessment shall be placed in the bands of the County Treasurer at the earliest possible tiae, it is hereby declared that tbis Ordinance is imaediately necessary for the public peace, health and safety, and tbat it shall take1 effect five days after its final ppblication.
