Mqor Pro-Tmn Parker called the meeting to order and asked for Roll Call:
ROLL CALL:
Present: Bodan, Cushing, Parker, Rapp, Wright.
Absent: McCabe, Purcell, Robohm, Wright.
Councilman Purcell entered immediately after roll call was completed and was seated with the Council.
The ... t ter of a restaurant liquor license for The Plantation restaurant at .5020 South Broadway,
Bnglevood, Colorado, came on for hearing, the same hav i n g been posted and advertising having been had
for a hearing at thi s day and hour.
'lbe Clerk laid before the Council the application of Jm eph s. Tenderich for the lioeue. The appli-
cation •s represented by Attorney, Mr. Earl Hower, who was given an opportunity to explain the
situation on the premises and the proposed method of operation. 'Ibis was done bJ' presenting pictures
and floor plans and by questioning Mr. Tenderich and Mrs. Tenderich. Mr. Howr also introduced
aeveral letters of reference and offered seven hundred and seventy-six signaturee on petitions or
atat.mnts signifying no objection to the proposed license. The various signers or the petitions wre
indicated as residing within an area of about six blocks around the proposed locatiai.
Folloving this presentation, the Mayor-Pro-tern asked for discussion from those present who oppoaed
and wre protesti.ng the issuance o f the license. Various persons were heard includings
Mathew M. Sunners, 31LO Sou th Delawares Mr. Summers spoke in opposition to issuance or the license
and preeented petitions protestinr: issuance of the license.
Reverend K. w. Nelson, Mi nister of the Church of the Nazarene: Reverend Nelson spoke in opposition
to issuance or the license and presented petitions protesting issuance of the license.
Reverend Stowell Sandmeyer, M · n j ster of the En i;lewood }#ethodist Church: Reverend Sandmeyer spoke
in oppoei tion to issuance or the license.
Mr. and Mrs. George R. Benefiel, owners and ope rators of the Benefiel Rest Hane, 5030 ~outh Broad-
11ayi Mr. and Mrs. Benefiel spoke in onposition to issuance of the license.
Mr. M. G. Mi chela, owner of the motel at .5000 S outh Broadway: Mr. Michels spoke in opposition to
to issuance of the l i cense.
Mr. lemeth Carpenter, .5262 S outh Grant Streett Mr. Carpenter made report on number of residences
in the SOOO block Sruth B ro~dway as opposed to the number of corrunercial establishments and spoke in
opposition to issuance of t he license.
Mr. Dan D.aaaen, 1642 Claremont, Den ver, a -ber of the Englewood Wesleyan Church: Mr. Klaaaen
apole in opposition to issua nce of the license.
A total of about 4.50 signatures appear on the petitions protesti ng issuance of the license.
Mr. Sunners introduced and offered seve ral wrttten statements concerning th~ relative location of the
proposed license and the Junior High School proposed t o be b ,,ilt sane distance Westerly. During the presen=
tation and discussion, Mr. Sumners made use of e_ tape recording device and Mr. Hower utilised a stentotype machine..
After the Mayor Pro-tem declared the he a rine; closed, t.he various councilmen present discussed several phases
and directed several spec ific questions to the City Attorney.
It was brought out and generally agreed among the counc i l.Jnan present that the matter of distance to the
proposed school building wo uld have considerable bearing in arriving at a decision. Since there appear
to be some differences in judicial interpretation of this phase, it was deemed advisable to defer final
acti on until the City At t orney had sufficient time to brief on this point.

Mr . Rudd, City Manager, recminended that s i nce additi onal taps are actually needed both trom a revenue
sta rdpoint and for more efficient operati on of tfie plant, that the Connector's Agreement between the
City of ioglevood and the Valley Developnent CC9p&ll7 be reformed to include the Columbine Country Club.

Mr . Horn , representative of Helicopters, I nc. appeared at Council seeking permission to establish a
Helicopter landing platform on the r oof of the Fritzaire Building at 3385 South Bannock Street.
It was brought out that the City of Englewood has no ordi nance prohibiting .such activity; however, it
was apaeed that before absolute establishment o s uch a perma nent landing platform, trial runs should
be made for the benefit of the public to detennine whether it co uld be a safely cnnducted operation which wo uld mP.et vi th public approval.
Council gave unofficial pennission for two trial runs.

City Marutger, Mr . Rudd reported that three concerns had submi t ted proposals regarding making of a city-
wide preliminary study for stonn sewer project. >-Ir. Rudd stated that, after study of all proposals,
he recanmended ac ceptance of the pr~posal made by Ripple and Hove, Inc.

be authorized and the Clerk attest same J and the City Attorney be
directed to prepare a resolution in anticipation of payment for the
services.

City M ~nager Mr . Rudd brought up the matter of canpleting the proposed improvements at the water treat-
ment plant and explained, in some detail, the items to he installed.

Basin and appurtenant structures as prepared by Dale M. Rea be approved
and that advertising for bids be authorized to be opened at 8:00 P.M.

Citw Attorney Mr. Banta stated that Mrs. Bokich, a petitioner for future annexation, had inquired as to
the costs involved in annexation and who is to pay them, and it was his desire to clarify this question.
After discussion, it va.s agreed by Council that it has been and should continue to be the policy or
t h e City that the Petitioner's Attorney fees shall be paid by the petitioner and that costs for
platting and legal public ?tions s h all be paid by t h e City.
'Ille City Manager Mr. Rudd presented for filing, the second quarter report of the l.ihief of Police
regardt ng calls to liquor outlets.
