Se ction 2. The City Council hereby fin<ls , dete rmincs,and declares tha t this ordinance is necessary
or the immediate nrPserva t ion of ~he oubljc h ealth, safety , and convenience.
Section 3. In the opi nion o f the City Counci l a n emergency exists, therefore, this ordinance shall
take eff ect ~n d be in f orce from and after its final ne asaee and publication.
