We are advised that the City of Englewood will call an election on October 8, 1948
to Tote upon the queation or acquiring a municipal waterworks ayatem and iaauing theretor, approximately
~,000,000 general obligation bonds aa aet torth in your election ordinance. The proceed• trom theae bonds
•ill be uaed tor the acquisition ot water and tor general extensions and imprOYementa to the distributi ..
a yatem now in existence.
In connection with your p r ogram, it seems essential that a preliminary engineering
advic e be obtained aa to the feasibility of' the p1'0posed project, both tor the purpose ot aaauring the
Clty Council or ita practiability and tor the use ot the general public in deciding upon the merit• ot
tbe queation. Due to pre2v ·nt und ertain financial conditions, it also aeema easential that certain pre-
lla1nary atepa be taken to assure the tinancin • of the project on favorable terms. In this connection,
we otter the tollo•in pro oa a l tor your consideration and accepts ce:
I. At our exp nae, we will retain a firm of reputable engineers tor the purpose or
making a prel1m1nary f e asibility report. The contents of this report will be riade available to you tor
o r ex~nation and study and you may use all or such parts of it as you wish tor disemination and
tatormatiop among 1oar •ttera. This report will be a standard preliminary teasibility report making re-
ference to the source or sup ply , estimated gross revenue, estimated costs of operation and maintenance
and th e estimated net op erating r e venue.. In this Connection, it is our understanding that the proposal
contemplates a net operating revenue sut'ficiently lar e to service the indebtedness and from our ex-
perie?JCe in other c omnu nities of similar size, we believe that such a plan is entirely justified.
II. e will make available to you our collective experience and advice upon the pro-
per disaemination or imf'orm ation, h a ndling ot publicity, etcetera, to th e end that the public may be ill
