Lipan asked the Council if they would hear testimony in re ga rds to the f ire and introduced Anna Lee Pope, who stated she first noticed the f ire about 5130 A .M. and that it was in the roof of the middle apartment . Then the Fire Chief, Geor ge Woods stated that the fire was not started by the dump grounds as there was no fi re in the dump .
