R E S 0 L U T I 0 N. ~YHERF.AS, since January 1, 1949 the children and citzens of the City of Englewoo4, Colorado have re istered stron complaint oYer the lack of a muni c ipal recreation program and have made urgent demand that such a prog rame b e est qblishe d, and ·, ERVAS , t he Schotl Bo ard, Coomunit y Chest and all adult organizations h ave formed a Municipal Re- creational Council, and ,fHEREAS , Ch apter 136 c .s .·. 1935, Section 1 determines that a municipal recreation programe is a proper function for t h e City of .ng lewood and taat a full time super visor for such a program should be an employe or t he City under th e control of the City Adminst r ation, and .'/HEREAS, the demand for such a prog ram was not raided until the adopti on of the 1949 Budget and the neceasity for the employme nt of a Cit y Recreational Su pervisor was not anticipated and no funds were budgeted to provide for such an empl oyee, and 517 518 ~IHERE AS, the d ema nd and ac tivity conc erning the prog ram has created as urgent situation necessitating action, and in the o p inion of t he Cit y Co u n cil of the Cit y or Englewood en em ergency exists, and ~'iHERE AS, a full time supervisor is available atr a salary of Three Hundred Dollara($300.00) per wponth. 1'0W, 'l'HERD'ORE, BE IT RESOLVED that : in order to est ab lish a Municipal Recre ation Program under proper [ ·) supervision for the last seven (7) months of 194 9, t h·1t the Cit y treasurer be and be is hereby authorized an d instructed t o transfer frcm the unappropriated fun d s of th City or En glewood to th General Fund ot the City of Englew ood the stm of Twenty-one Hundred Do lll'l rs (.)2100.00), said funds to be paid out tran the Gen- eral Fund in th e amount of Th ree un d r e d Dolla rs (~30 0 .00) per month as salary tor a Cit y employed Recre- ational Supervisor until the 19.50 Bud g et be ado pted, at whi ch time the position ot Recreational Supervisor can be included. · A.TTFSl' Mayor City Cle rk.
