RECOMWEND ~ -\CTION W e are seeking Council approval o f a Resoluti o n all owing a nego tiated contrac t with Bituminous Asphalt Sea ling Specialists, Inc .. a.k.a ., BA SS, In c., In an amount not to exceed $360,000 for o ur 2003 Micro-surfacing Program. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Ea c h yea r, o ur Stree ts Maintenance Division reviev.s Engl ewood's 119 miles of str eets and d etermines w l,i cli roa d w ay s are in need of m aintenance effo rts . The desi gn li fe of an asphalt road is 20 yea rs. In o rd er to coax 20 y ears of life o ut o f o ur roads with the to ugh Colo rado fre eze/thaw cycles , stu d d ed snow tires, th e c hallenging and constantly chan gi ng su bs urface conditions, as well as th e truck and bus traffic, we nee d to p eriodicall y perfo rm some resurfacing trea tm ents . Staff intro duced "En glewood " mic ro-s urfacing in 1991 . Our objective was to d eve lop an alternative to address the maintenance nee d s of roadways su bjected to excess ive traffic volu mes resulting in pavem ,, ,, ru tting and lanes requ iring leve ling treatments alo ng w ith new wearing courses an d surface , ea ls. Micro-s urfac ing is a cost effective mai ntena nce alt ern ati ve that provides rut filling, leveling o f ex isting pave ments, a surface seal and a new wearin g surface. The finished product is jet black, aest h eti ca lly pleasing, and ex hibits m o re trac ti on th an th e o riginal asphaltic conc rete for improved safe ty. Modific ation in the product chemistry over th e yea rs has enabl ed us to open streets to through traffic in 20 to 30 minutes, if required. BA SS has sa ti sfactori ly participated in a partnership arrangement w ith the City for the last twelve years to const ru ct o ur micro-surfacing programs, having now pla c ed a total o f 2,470,000 square yards of o ur design product (approximately 11 58 blocks, or 13 1 miles of roa d way) . Our design continues to sp ec ify th e quality c usto m crush ed, gray granite aggrega te supplied by As ph alt Pavi ng C o mpany, Golden, Colo rado. W e w ill continue to us e th e improve d ERGON em ulsi on , as deve loped fo r ou r program. However, our speci fied ERGON em ul sions are not man ufa ctu red in th e Denver area . ERGON e mulsions mu st be transpo rt ed fr om Waco, Texas. • Micro-surfacing requires highl y specializ ed cons tr uctio n equip ment. Bas e d on our las t twe lve yea rs of ex perience, we know th at th e use of co ntinu ous micro-surfac in g eq uirment pr odu ces a sup eri or product when co mp ared to that applied wi th tru ck-mo unt ed type mac hin es. Co nt inu ous equipm ent provid es co nsi stency of ap pli ca tion and minimi zes se a ms by , •ducing equipm ent stops and start s. The nu mber of contin uous mi cro-s urfa cin g mac hin es cont in ues 10 grow th ro ughout th e coun try; BASS ow ns and operates tw o of th~se ma chin es. BASS has successfully co nstr ucted micro-surfa cin g on selec ted arteria ls, coll ectors, indust ri al and local serv ice streets in our 199 1, 1992, 1993, 1994 , 199S, 1996, 1997, 1998, 191 q, 2000, 2001 an d 2002 mi cro-s urfac in g prog rams . Thr oughout our lwelve-yea r expe rie nce with "fn ~I .wood" mi cro surfaci ng, and BASS, In c., citi ze n res ponse continu es to be posi tive. How ever, c~•-1 •ea ls are du stier; when ca rs drive to o fas t imm ediat ely aft er th e chip is appli ed, crack ed wi nds hie lds ca n occur; th e str eets are nosi er; and , when kids fa ll off th eir bikes, th eir sc ra pes are wa ne Citi zen compl aints are typi ca l with chip sea ling .
