WHEREAS , the City of Englewood desires IO apply for these funds through Federal HOME lnvesnnent Partnerships Act (HOME) funding for projects that will improve ellisting housing or incrcas• affordable housing opportunities for income eligible persons . NOW, THEIU:FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO , THAT: ~ The City of Englewood, Colorado, is hereby authorized to file an npplicntion for a Federal HOME Invesnnent Partnerships Act (HOME) progn,m grant. ~ The City Manager is authorized to sign all necessary forms , documents, assurances and certifications for the HOME grant for and on behalf of the City Council and the City of Englewood , Colorado . Jane t Grimmett, H ousi n Finance S ecialist COUNCIL GOAL AND PREVIOUS COUNCIL ACTION Council passed Ordinance No. 39, Series of 1994, th at was ex tend ed by Amendment N o. 2 dated June 16, 2000 relating to participa tion in th e Urban Cou nty Entitlement Program for CDBG an d HOME funds for 200 1 through 2003; and, passage of Resolution No. 10 1, Series of 2002 supporting Housing and Community D evelopmen t that authorized submitting applications for 2003 CDBG funding. RECOMMENDED ACTION Approve a resolution authorizing staff to apply fo r the A rapahoe County HOME Investment Partn ers hips Act BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The federal HOME In ve stm ent Partnerships Act (HOME) p rog ram provides grants to non-profit age ncies, housing authorities and county and municipal age nci es to primarily provide decent affordable housi n g to low and moderate income house holds. Arapahoe County has no tified the City that it is acce pting proposals un til May 16, 2003 for HOME funding fo r projects that will improve existing housi ng or increase affordable housing o pportunities fo r income eli gible pe rson s. Pro posals w ill b e accepted from municipal agencies for housin g reha bilitation or lead based paint reduction projects. Staff requests permission to submit an applica ti on for a housing rehabilitation project for $100,000 to rehabilitate 8 low-i ncome owner-o ccu pi ed horr,es sca ttere d thr oughout the City of Eng lewood. FINANCIAL IMPACT The exis ting employees in Com munity Deve lopment are ava ilable to ad ministe r th e p roject and th eir salaries and b enefi ts are pa rt of th e City 's con tribution.
