Whil e we plan to co ntinu e our en d of the ca lend ar yea r FFF program, we are also initiating a lli.2!l.d such amnesty prog ram to coi ncid e with the end of the regul ar school yea r. Th is 1" "Summer Foo d for Fin es" program wa s suggested by th e Library Boar d as a way to mitiga le th e in crease in Ove rdu e Library Fin es lhat goe s in lo effec t on May 30 and also as a way to enco urage th e tim ely return of EPL mat eria ls so that th ey ca n be us ed by more pe o ple. BACK GROUND, ANALY~IS, AND ALTERNATIVES IDENTIFIED For the past 13 years, the Engl ewood Publi c Library has sponsored its "Food for Fines " program <lvn :; th e Nove mbe r/ Decem ber holidays. This annual program all ows patrons wi th overdue fines to "pay" th em off through the donalion of non-p erishab le foo d it ems, e.g. one food item canc els out the late charges (n ot lost or damag ed cha rges ) on one overdue item . Food items must be pre se nt ed to the Libr ary Staff at eith er th e Circul ati on Des k or at the Bookm obile in order for th e fin es to be cleared fro m the patr on's co mputer reco rd . TI1 e co ll ec ted food it ems are then forwarded to lnl er Fai th Community Services for the ir "food bank " distrib ut ion to fin ancially dis adva nt aged familie s in the Englewo od area . TI1is pro gram has been wa rml y receive d by the publi c since its in ce ption, an d Library patrons now look forward to it. Bes id es provi ding resources to nee dy fam il ies in thi s community, th e prog ram presen ts a posi ti ve im age of the Library and th e City, i.e . a "wi n-w in " situati on for everyo ne in vo lve d. Th e 2003 "S ummer Food for Fines " program and lh e "Win ter Food fo r Fin es " wi ll each run for two weeks. FINANCIAL IMP ACT In 2002, lhe Library coll ected a ppr oxi mately $1,800 in non-p eri shab le food it ems for lhe lnt e rF ailh Community Services Food Bank ove r th e five weeks of lh e program . • Since its in ceplion , this program has raised an es timated $1 5,800 in don ated food it ems to assis t needy families in th e Engl ewood area . • The Library hi stori ca ll y average s $1,200-$1 ,500 per mon th in co ll ected "late charges • (i .e. charg es on bo oks and oth er items return ed past th eir origina l "du e date" and past th e 3 day grace period). This revenu e goes int o th e Cily's General Fund. • Histo rica lly, this am ount of over du e fines has dropped lo an ave ra ge of $800-$1,000 per month during our FFF programs wh ich means th at the City loses severa l hundr ed doll ars in revenues as a result of th is pro gram . Ho wever, that loss is mor e th an offset by th e "good will " thi s program • genera tes a mong Library pa tr ons and by ge llin g the Library materials back on the shel ves for others to us e.
