RECOMMENDED ACTION The Englewood Water and Sewer Board, at their May 14, 2003 meeting recommended Council approval for rehabilitation of the Mclellan deep well pump to Mclemore Pump in the amount of $63,885.00. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Prior to 2002 the Mclellan deep well was used intermittently, usually a few -•I'S every three to four months. But due to the drough~ this well is currently being used on a continual basis to meet demands. It was recently discovered that the pump must be lowered deeper in the well shaft because with continuous use, it overheats and peric~· •sa lly shuts down. It was also noted that the wire leading from the starter to the pump is inadequate. When the well was initially e r . ,,tructed, a valve was installed to vary the pumping rate, but the frequent use is taxing th e motor and piping. A variable fr equency drive is proposed to regulate the motor speed to vary flow from the well. FINANCIAL IMPACT Du , • drought conditions and difficul~ obtaining competitive bids from drilling companies due to the high u J nd for their services and the resulti • ·d job backlog, a sole source bid was received from Mclemore Pump in the amount of $63,885.00 for the rehabilitation of Englewood's Mclellan deep well. In this instance, time is of the essence. Becaus e of th e electrical problems, the pump is continuously overheating and can cause th e pump to fail and the elect ri cal system to be damaged if not re paired immediately. Phil Martin of Martin and Wood rev iewed the bid and agreed with the initial proposal, but had concerns with the second part (comments attache d). The second porti o n addresses additional work that may be deemed necessary. It was recommended th at any additional work is addre ssed with "Not to Exceed" purchase orders. In his review, Mr. Martin does not anticipate that additional purchase orders will be necessary. Video camera the well to establisi1 a base line . Cin:ulate and dean the wet1 bore, production test the well . Reset the existing pump and motor to an approximate depth of 1100 feel . Replace the power cable with 350 MCM • submernible cables . Install with the pump and motor a 1-1/4" PVC sleeve to house a 0.300 PSI • pressure transducer to control a variable frequency drive untt to be inst alled in tit , electrical vault. A ¼" air tube to monttor the water level will also be installed with the pump, motor, cable and PVC sleeve. Your net cost rorthe above listed work and materials $108,714.00 Above price does not include any necessary repairs to the existing pump and motor. The existing 5.5" drop pipe will be re installed along with the requ ired additlonal pipe to achieve a pump setting deplh of approximately 1100 reet. Estimated time required to aa:omplish the well work described above is 7-10 working days after equipment has moved onto the well site. Fox: (3031 526-2624 email : 011mwiiool.com April 11 , 2003 Re : Review of Mclemore Pump Proposal Well LF-M2 Pump Work Project Number 159 .1 · As requested, this letter summarizes our review of the McL~more Pump, Inc . propo sal for work relating to the ,ity of Englewood Laramie-Fox Hills aquifer well LF-M2 . Our understanding i~ that tt,e City wishes to upgrade the well pumping eq uipm ent to a VFD installation to replace the pump cable, and to set the pump somewhat deeper. Funher, this work will also entail a downhole vi<leo survey to allow inspection of the casing and screen so that the need, if any, for well cleaning or rehab ilitation can be assessed . We have reviewed two proposals from Mclemore. The first, dated February 5, 2003, covers the new VFD dri ve, new cable, additional pipe , pressure transducer , airline, PVC pipe for the transducer, labor for p11lling and resetting the pump , labor to inspect the pump and install new bearings, labor for installing the VFD , and all miscellaneous fittings and r•ns required . This proposal totals $63 ,885 .00 . Our review of this first proposal indicates ih at the proposal is for the most pait reasonable and complete with the exception of the 1/d -inc h airline . The price quoted is $ 1.30/foot which appears high to us , but we note that we have not been able to confirm that this is truly the case . It is noted on the proposal that the contractor may revise the quote based on any unforeseen conditions that are turned up dur ing the pump dismantling and inspection . Th is is considered reasonable by us and normal for this type of work . The second proposal , dated March 18 , 2003, raises some issues for us . This proposa l extends the pr io r one to include a downhole video survey, "circulate and clean the well bore", and conduct a production test. The net overall price for the two combined scopes of work is set at $108,714 .00 which means that the three additional items not ed would cost some $44,829 . We do not qu estion the inclusion of the video survey and sugge st that this should cost, based on our recent experience, in the range of$1 ,5 00 to $1 ,800 . Beyond this, howe ver , we question the othe r two items included in the proposal. Fir st, we defi 11i tely need more information on just what is meant and in cluded in "c irculate and clean the we ll". We do not feel that any set of proced ures should be considered until the video log is thoroughly re vi ewed and analyzed . Once that has been done, appropriate methods for cleaning , if any is requ ired, can be de ve loped and costs quotes request ed. Finall y, we do not agree that a pump test should be done on the well prior to resetting the permanent equipment. Unless we are misinterpreting the proposal, it appears that Mclemore wo uld install a temporary te st nump an d run the test. This is unnecessary and a waste Mr. Don Coatman April 11, 2003 Page Two of time and money. Once the permanent equipment is re-installed, a test can easily be run by City personnel without the added cost of the temporary pump and the contractor time charges . To sum up, we basically agree with the first proposal, but have serious questions about the second . More detailed information as to just wha t is contemplated by the contractor should be obtained before any decisions are made regarding acceptance of this second proposal.
