ES TABLISHES THE GOALS AND OBJECTIVES THAT WILL GUIDE TH E CO MJ\!U NITY .
WHEREAS , th e Planning and Zoning Co mmi ss ion held a publi c hea rin g on the draf\
Co mprehensive Pl an on October 22, 2002 ; and
WHEREAS , the Plannin g and Zoning Commissio n re co mmended app rova l of the Plan
with transmittal to Ci ty Council for final acti on; and
WHEREAS , the Comprehensive Plan is the policy guide for decisi on-making about the
deve lop ment within the community physically, eco nomically , soc ially , and environmentally ; and
WHEREAS , th e Plan incorporates goal s and objectives in seve n areas : region ·
cooperation , housing , park s and open space , bu sine ss and employment , transportation,
environmental quality , and cultural arts.
NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ENG LEWOOD, COLORADO, THAT :
Sectiou I . TI,e City Council of the City of Englewood, Colorado, hereby approve s the
Comprehensive Plan entitled "Roadmap Englewood: 2003 Englewood Comprehens ive Plan "
• esta blishing goals , objectives and strategies for the City for the next twenty years.

Section 2. Copies of the Comprehensive Plan are ava il able for rev iew in the City Clerk 's
office, the Community Development office, the Englewood Library , and on the City's websi te .

FINDINGS OF FACT AND
CONCLUSIONS OF THE
CITY PLANNING AND
ZONING COMMISSION

This matter was heard before the City Planning a nd Zoning Commission on October
22 , 2002 , in the Ci ty Council Chambers of the Englewoo d City Hall . •
Testimony was received from staff. The Commission received notice of Public
Hearing, the Staff Report, and a copy of the proposed General Plan, which were
incorporated into and made a part of the record of the Public Hearing.
After considering the statements of t he witnesses, and reviewing the pertinent
documents , the members of the City Planning and Zoning Commission made the
following Findings and Conclusions.
FINDINGS OF FACT
1. THAT the Public Hearing on the proposed General Plan was brought before
the Planning Commission by the Department of Community Development, a
department of the City of Englewood .
2 . THAT notice of t he Public Hearing was published in the Englewood Herald
on October 4, 2002 .
3. THAT the existing 1979 Comprehensive Plan for the City of Englewood is
over 20 years old , and much of the material in that Plan is dated. •

4 . THAT the proposed 2002 Gen era l Pl a n is a rewrite a nd update of the 1979
Comprehensiv e Plan for the City of Engl ewood.
CONCLUSIONS
1. THAT the propos ed 2002 Gen eral Plan was:-.-o ught befor e the Planning
Commission by the City of Englewood De pP tme nt of Commun ity
Development.
2. THAT proper notice of the Public Hearing was gi ve n by publicati on in the
Englewood Herald on Octob er 4, 2002 .
3. THAT a new General Plan for the City of Englewood is needed to guide
development and growth of the City for the next 20 to 25 ye ars.
DECISION
THEREFORE, it is the deci s ion of the City Planning and Zoning Commission that
the 2002 General Plan sho uld be referred to the City Council with a favorab le
recommendation .
The decision was reached upon a vnte on a motion made at the meeting of the City
Planning and Zoni ng Commission on October 22, 2002, by Mr . W~lker, ,·cc onded by
Ms . Krieger, whic h motion states:
The p ropo sed General Plan is referred to City Council for favorabl e consideration.
Staff is directed to incorporate comments set forth by m embers of the Commission
into the General Plan prior to transmittal to City Council.

PREVIOUS COUNCIL ACTION:
Council 's first Comprehensive Pl an act ion was the appoi ntm ent of three Co mprehensi ve Plan sub-
committees in August 2000. Additionally, draft versions of th e Comp reh ensive Plan ha ve been
presented to Council at several Study Sessions during the pas t two years .

BACKGROUND;
The comprehensive plan or mast er plan is the fo und ation fo r all municipal plan ni ng effo rts .
Offi cia ll y adopted by City Council , it is th e policy guide fo r decision -making about th e dev elopment
wi thin th e com muni ty. A comprehensive plan is ma de up of goals, objectives and strategies that
describe how, and at what pace, the comm unity desi res to develop or redevelop ph ysically,
economicall y, and socia ll y and env iro nm entally .
Over the past two years th e communi ty has tak en th e first steps to express a co ll ective vi sion of that
future. That fu tur e is embodied in th e new Comp rehens ive Plan -Roadmap Englewood: 2003
Englewood Comp rehensive Plan . This new Compreh ensive Plan looks out twenty years .-nd
establish es the goa ls and objectives that will move th e comm unity ever closer to th at vision ..
The new Plan does not paint a precise pic ture of Engl ewood's future . Rathe r, the Plan is a decis ion-
making gu id e fo r officia ls th at descr ib es th e futur e in terms of qua lity of life, sustainable
deve lopment, co mmun ity infrastru cture and netwo rk s, and region al coo peration. Simpl y pu t, it
all ows decision-mak ers to judge how closely th eir dec isi ons mo ve th e co mmunity towards th e
desired futur e.
The proje ct began wi th City Council es tab li shin g thr ee ci tiz en committees; Bu siness an d
Employment; Housi ng; a,,d Parks, Recreation and Open Space. Th ese co mm ittee s, with staff
support dratted new goals and objec tive s for th ei r res pective areas . Staff also worke d wi th the
Keep Englewood Bea utiful Commission to create environm ental quality go als and objectives and
th e Cultural Arts Comm is si on to create cu ltu ra l arts goa ls and objectives. Parall elin g thi s effort wa s
the transportation study, a project man aged '>y th e Publi c Works Department and the cons ultin g
team of Ca rter & Burgess and Tran sp lan with assis tance from Community Deve lopment. Th e focus
of each gro up 's effo rts was on a spec ific plan area but in th e cont ext of th e co mmunity as a whole. •
These co mmittees rev iewed the cu rr en t Compre hensive Plan and worked wi th th e Community
Deve lopm ent staff to draft goa ls and objecti ves.
The Plan incorporat es goals and objectives in seven area s: regiona l cooperation, ho usi ng, parks and
open spa ce, business and employment, transportation, envir onm ental quality, and c ultural arts . To
th ese were added introdu ctory an d ba ckground inform ation lo provid e a co nt ex t for the Plan.
A major fea tu re of th e Plan is th e co mm on th emes sec tion . Thi s sec lhn demons trates how various
goals und er different topical areas rela te to, conne ct with , and build ur,c,n one another, to present a
tru ly co mprehensi ve guide to decisio n-making . lhis section of the Plan has been modifi ed slightly
from previous ve rsi ons and now includes four co mm on th emes rath er than th e or iginal fiv e.
The Four common themes have been identified that are found throughout each topical goal area:
1 )Quality of Life; 2\Sustainable Development; 3)Comm unity Infras tructure, Netw orks, and
Resources ; and 4)Regional Cooperation. Th e four themes hel p to simplify, summarize, and define
the comm unity's vision , ty in g the goals together in a way that is both meanin gful an d
understandable.
FINANCIAL IMPACT:
There is no direct cost associated with this Resolution .
