Fonda, Direc tor of U tiliti es COUNCIL GOAL AND PREVIOUS COUNCIL ACTION The la st water rate increase was July 1, 1996. The pro posed in crease would provide reven ues to finance capi tal improvements, fund daily operations, sa ti sfy bon d covenants and maintain adeq uate reserves. RECOMMENDED ACTION Th e Englewood Water and Sewer Boa rd recommended, at th eir Jul y 8, 2003 meeting, Counci l ap proval of the proposed reso luti on. The increase in wa ter service c harges w ill be 16% effecti ve October 1, 2003 and an add iti onal 6% effective January 1, 2005. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The proposed wat er rate increase is dee med necessary to cover in c reas ing expens es due to inflation and ca pital improvements. Ca pital items include additional deep well s for a stable wa ter su pply in dro ught co nditio ns, a powdered activated ca rbon system to improve wa ter quality, City Ditch piping and ditch improvements fo r providing an improved water supply on a year-roun d basis and an emergency generator for more frequently occurring p ower o utages. The two 3-mi lli on gallo n ov erhead sto rage tank s located at Clarkson and Be!:eview are 50 years old and resu lting cracks and repairs are indica tin g th ese tanks are approaching th e end of th eir proj ec ted service li fe. Major renovations to these tanks will be necessary in th e nea r future <unds are included to repai r these tanks, but not to replace th em in th e next five years. In addi ti on, maj . .ec hanica l equipm ent at th e Allen Pl an t is 20 p lu s ye ars old and may require replacement due to o bsolescence. Admi ni stration fees paid by th e Utilities Department were rev iewed by a consultant and it was determin ed th at an inc rease was appropriate. The City of Engle wood Finan ce Departme nt th erefo re recommends an increase in th e U tiliti es' administration fees . Th e increase d administrati on fees resu lt in an increase of 16% in October 2003 ins tea d of an in crease of 8%. FINANCIAL IMPACT In order to fi nance th ese cap ital im provemen ts and th e adminis trat ion fee in c rea se, th e firm of Black & Vea tc h was retain ed to analyze financing alternatives. II was determin ed th at n o additi ona l bonding is required in th e Water Fund , but increases are n ecessary to me et bond coverage requireme nts and adjust reve nues fore infl at ion. II is propose d th at a rat e in crease of 16% be made effecti ve Octob er 1, 2003 an d another increase of 6% be made effecti ve on January 1, 2005. Th ese res ults are presen.ed in a memorandum attached to thi s council co mmunica tion. Bond covenants require that the City of Engl ewood maintain a ce rtai n m inimum debt rati o. In 2002 Englewood fell belo w th e minimum requ irement. Th e rate increases prese nted are proj ec ted to insure • bond covenants are met until 2008 unl ess th ere are un ex p ec ted revenu e sh ortfalls or unanti ci p ated expense s. Introduction Executive Summary Water Rate Study The City's water operations are financially self-sufficient with funding for capital and operating requirements derived primarily from rates, tap fees , and other miscellaneous sources . City staff has projected a SJ . I million water capital improvement program for the 2003 through 2008 period which includes repair and replacement of the distnbution system This study was authorized by the City to asswe that an adequate level of revenue from rates and fees is maintained to fund the utility's daily operations, finance the proposed capital improvement program, satisfy bond co ,·cnant requirements, and minimize the impact on rates. This study includes the following : B. • Review of City's 6-year financial forecast . • Development of2003 rates. • Projection of2004-2008 revenues. Study Findings and Recommendations • An 8 percent water rate increase is needed in October 2003 to continue to fund daily operations. This wil l increase the average single fiunily quarterly bill by $4 .85 from $60.65 to $65.50 . • An additional rate increase is forecast for 2005 to finance the proposed capital improvement program, fund daily operations, satisfy bond covenants, and maintain adequate reserves . This rate increase and the estimated effect on the average single fumily quarterly bill are shown below. WHEREAS , Resolution No . 66, Series of 1989 was the last water rate increase; and WHEREAS, the proposed increase provides revenues to build facilities needed to meet future federal requiroments and provide additional treatment plant improvements for the removal of certain pathogens; and WHEREAS , changes in federal regulations and the increasin g threat of giardia and cryptosporidium contamination have made it necessary for the City to add additional treatment processes to its water treatment plant; and WHEREAS, the Allen Plant is currently operating at its optimal efficiency, but it may not meet the new requirements ; and WHEREAS , along with increasing the safety of the treated water, the upgrades may also improve the taste and odor of the water; and WHEREAS , the City also would like to start a program to clean and improve the water mains in the streets of Englewood and to increase it's raw water supply; and WHEREAS, a rate increase is necessary to fund these improvements; and • WHEREAS, the proposed increase in water services charges are 9.0% on July 1, 1996, 9.0% on January 1, 1997, 8.0% on January 1, 1998 and 8.0% on January 1, 1999; and • WHEREAS , the Englewood Water and Sewer Board recommended, at their March 12, 1996 meeting, approval of the proposed resolution which increases water rates to fund a major capital improvement program ; N0'-'-1 . r HEREFORE, BE IT RESOLVED BY THE CITY COUNC!l.
