Ordinance 39, Series of 1994, approved an Int ergovernmental Ag re em ent to participate i n th e Arapahoe County CDBG Entitlemen t Program for federal fi sc al yea rs 1995 through 1997. Participation in th e enti tl ement program is in three-year increments and , for fu nding 1•ea rs 2004 through 2006, was ex tended by approva l o f th e City M anager with th e exec ulion o i Am endmen t Number Th ree dated Jun e 26, 2003. RECOMMENDED ACTION Staff recommends th at Co unc il approve a reso lut ion au th orizing staff to app!·, cu Arapahoe County fo r th e Ci ty of Engl ewood's portion o f fede ral fiscal yea r 2004 Community Deve laoment Block Grant (CDBG J funds. r.ACKGROUNO, ANALYSIS, ANO ALTERNATIVES IDENTIFIED The U .S. Dept. of H ousi ng and U,ban D eve lo pm ent (HUD) CDBG Entit leme nt Program prov ides grant s to unit s of lo ca l gove rnm ent anc.J urban co unti es to mee t housi ng and co mmunity de ve lopment nee ds . Th e obj t>ct ive: , :li e program is to enhan ce urban co mmuniti es by provi din g: • dece nt , safe, affordab le housi n g; • impr oved infrastruc tu re ; • publi c faci lit ies and servic es; • eco nomic opp ortunities . Th e Fede ral Program ob jecti ves are achieve d through proj ects developed by local governnwnts that primaril y b enefit low and m oderate inco me families and oth er fed eral obj ectives. The reques t for funds may also include activi ties that m ee t oth er urg~n t deve lopment needs in communities such as dama ge fr om fl ooding, tornadoes, fi re, etc. Loca l g0vernmen ts determine w hi ch acti viti es b es t serve th e ob jec tives of th e progrcn1 . Funds are appropria ted annuall y by 1he Congress fo r th e CDBG program and are all oca ted b y • stat utory formula to eac h ent itl ement area. Arapahoe County is an approved ent itl ement area . Th e gran t funds are cu rrently distribu ted to pa rtici pati ng c ities withi n A rapa hoe Co unty o n a flat ral e ba sed o n eac h jurisrlic ti o n's pove rt y popul atio n based on lhe lates t ce nsus in formati on. Th e curren t participa ting jurisdictions are th e Ci 11es of En glewood, Li 1tle 1o n, Sheridan, Glendale, D eer Trai l, and G ree nwood V illage plus unin corpora ted A rapa hoe Co unly. Th e funding level fo r lhe Ci ty of Englewood fo r FYW04 is an 1icipa1ed l o b e S 150,000, l he sa m e as ii has been for lh e pas t ~ ye ars. An additi onal n o n-jurisdic ti o nal poo l o f fu nds of 5400.000 to 5500,000 is also ava ilable di rec tl y iro m Arapahoe Cou nty fo r proj ec ts th al ben efit persons livi ng in any parl of lhe county. Th e Cily o f Eng lewood must submit an appli ca ti on in order to receive its est im ated se t-a side of SI 50,000 from 1h e FY 2004 A rapahoe County CD BG Program . Englewood 's FY2004 progra m consists of four poss ible p ro jec ts thal mee l curren l ho usi ng and neighborhood nee d s. All projec ts are subj ec t to additi o nal review by City slaff, Arapa hoe County CDBG ad ministrato rs and lhe Counly Commissio ners . Th e li sl •,d projects and fundin g leve ls may c hange based o n lhose rev iews. F\'2004 CD BG funds will be re 1ues1ed fo r lhe fo ll owing p rojec ts: I ) $5 ,000 for a handyrr-an /small rehab projec t to assis l seni ors and disabled pers o ns w ilh m inor ho u se hold repairs ; 2) $20,000 fo r th e Housing Rehabi lilalio n Projec t 10 p rovide loans to low-income homeowners 10 finance th e costs of majo r house ho ld repairs and imp rovem en ts ; 3) $50,000 for a fourth-yea r req ues t 10 assis t ·.v ith staffin g ne eds for th e H o us e of H ope • homeless sheller; 4) $75,000 fo r a neighborhoo d re vitali2a tion "pai nl •up/fi ·:-up" projecl des igned l o improve lhe visua l appea rance of a targe ted res identi al area · ,ithin lhe City.
