'i'3 SERIES OF 2002 A RESOLUTION APPROVI NG COMPENSATION PLANS FOR MANAGERIAL, SUPERVISORY , CONFIDENTIAL AND PART-TIME BE NEFITS-ELIGIBLE EMPLOYEES OF THE CITY OF ENGLEWOOD FOR THE YEAR 2003. WHEREAS , by Charter amendment effective April 13, 1981 , City Council provided fo r the establishment of ma nagerial and s upervisory employees withi n the service of the City of Englewood; and WHEREAS , by virtue of managerial and s up ervisory duties assigned to these positions by the City Manager, it has been determined that they a re excl uJed from membership, participation or representation in a ny co llectively bargained e mployee system of the City of Englewood; and WHEREAS , by Charter amendment effective April 13, 1981, ity Council provided fo r the establishment of co nfidential employees within the service of the City of Englewood ; and WHEREAS, by virtue of the duties assigned to these positions by the City Manager or the City Attorney, it has been determined that they are confidential a nd therefore the City makes no promise of co ntinuous employment. perml'ne nt employment or any specific length of employment and these e mployees are therefore excluded from membership, particip ation or representation in any collectively bargained employee system of the City of Englewood and are exe mpt from the Career Service System; and WHEREAS, part-time be nefits-eligible employe es a re defined to be those working an average of 20 or more hours per week; and WHEREAS , the City makes no promise of continuous e mployment, permanent employment or any specific length of employment and these employees are therefore excluded fro m membership , participation or representation in any collectively bargained emp loyee system of the City of Englewood and are exempt from the Caree r Service System; and WHEREAS , this Re solution will not apply to Directors whose compensation is set by the City Manager; and WHEREAS, this Resolution will not apply to the City Manager, the City Attorney and the Municipal Court Judge who are co mpensated by the City Co uncil under separate resolutions; and WHEREAS, this Resolution will not apply to employees represented by a recognized co llective bargaining age nt m the City of Engle wood because they are compensated by co ntract under separate resolutions ; and WHEREAS, under the Compensation Plans fo r managerial, supervisory, co nfidential, a nd part-time benefits-eligible employees, City Council desires to establish the pay rates fo r the ye ar 2003 ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO . THAT: • • • • ~-The City Co uncil of the City of Englewood , Co lorado hereby approves the following pay increases on the 2002 base wage rate effective for the firs t payc heck in 2003 with a pay date of J a nuary 17th , 2003, for the calendar year of 2003: I) Manage ria l, s upervi sory, and confidential empl oyees of the City of Englewood -3.8%. 2) Part-time benefits-eligible em pl oyees of the City of Englewood -3.8%. RECOMMENDED ACTION Staff requ es ts Counci l approval of th e attac he d resolution fo r a cos t of li ving adjustment (C OLA) fo r ca lendar yea r 200 3 fo r the fo ll owin g groups of employees: Managerial and supervisory empl oyees (Ge neral Services, Poli ce and Fir e) Confi dentia l employees Part-t im e em ployees BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Employees covered by this resolutio n will receive the fo ll owing increase on the 2002 b ase wage rate : M ana ge ri al, superv isory and co nfi dential empl oyees: 'l .8% Part-tim e employees 3.8% Th e increase w ill be effec tive on th e pa yc heck to be issu ed on Janu ary 17, 2003, covering th e p ay period o f Decem ber 30, 2002 through Jan uary 12, 2003. Th e ad ju stments are co mparable to the 3.8% increase to be awarded the Englewood Empl oyee Associatio n. FINANCIAL IMPACT The projected im pact oi the COLA on wages for th e 2003 Is approxi matel y 5340, 100 fo r the managerial, supervisory, confidential and part-time employees.
