SERIES OF 2002
A RESOLUTION AUTHORIZING APPLICATION F JR THE 2003 -2008
TRANSPORTATION IMPROVEMENT PROGRAM .
WHEREAS, in the Transportation Equity Act (TEA-21) Mctro polit.>.n Planning
Organizations have the responsibility to develop and approve the Tr ... nsportatio~
Improve ment Program (TIP); and
WHEREAS, the TIP program ide ntifies the highe st priority projects eubmitted by
Colorado Department of Trans portation (C OOT), Regional Transit District (RTD), and local
jurisdictions to be implem e nte d over the next six years; and
WHEREAS , ad ditional funding ie available for new projects in the 2003 to 2008 TIP;
and
WHEREAS , a minimum of t wenty percent (20%) match is required by the local sponsor;
and
WHEREAS, the passage of this Re so lution will authorize the City of Englewood to eubmit
applicatione on be half of the citizens of the City of Englewood for 2003-2008 Traneportation
Improvement Program for the following project:
Englewood Circulator Shuttle;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TliE CITY OF
ENGLEWOOD. COLORADO, THAT:
~-The City of Englew ood, Colorado is hereby authorized to fil e the application
for the 2003 -2008 Tranepor tstion Improvement Program .
~-The Mayor a nd City Clerk arc authorized to sign and attest the application for
and on behalf of the Ci ty Council and the City of Englewood .

BACKG ROUND:
Past communica ti on on the Circulator Shuttle has invol ve d deve loping a partnership with RTD for
!oil,t ope rati on of th e service . If funds are ava ilable, RTD has traditionall y match ed local
govern men t contributions to support alternat ive service provisions. Howeve r, RTO rec ently notified
th e City th at over th e las t 3 months th ey have pared 332 milli on dollars out of th eir 2003-2008
transi t deve lopm ent pl an (TOP ) du e to th e downturn in re venue . Part of th is process included
removi ng fund ing fo r new serv ices/expa nsi on until 2008. As such, th e only new RTO serv ices tha t
w ill be ad ded mu st be acco mpa ni ed by reducti on s in exis ting service in order to free up resources
to suppo rt the new service. This is obviously an unfa vo rable envi ron m~nt to request new local
service . Although th ey did not say th at no new service would be added, it is unlikely that this
fu nding sou rce has an y potentia l. Thu s, ap plica tion fo r alterna tive fu nding so urces fo r th e Circulator
Shuttl e is un dervvay.
The Colorado D epa rtm ent of Transpo rt ation (COOT) notified DRCOG late in th e 2003-2008
Transportation Improvemen t Program (T IP ) prepa rati on process that a significa nt amount of
addi tional funding was avai lable for all oca ti on to proj ects. Sin ce project spons ors had bee n r,o tified
of limited fund s at th e beg inn ing of th e TIP de ve lopment proces s, and limited th ei r submittals
acco rdingl y, a supplemental pr oject selec ti o n process w ill be co nducted this fall to provide an
ad diti o nal opportunity to submit projects.

transi t and altern ative mode transportat ion improve ments and management ac ti ons ex pected to be
completed by the Col o rado Depa rtm en t of Tra nsportation (COOT), th e Regional Transportation
Distri ct (RTD ), loca l gove rnm ent s, and oth er project spo ns ors ove r a six -yea r time period to
implement th e Regional Tra nsporta ti on Plan (RTP). Th e draft of th e su pplemental process project
selec ti o n is sched ul ed for November 4 w ith ORCOG Boa rd ac ti on scheduled for Decem ber 4.

FINANCIAL IMPACT
This grant request requires 20% matching funds for proje ct eligibility . Revised sh uttle estimates of
$278,300 operational costs and $52,000 vehicle lease cos ts, requir e a match of $66,060.
Community Development has requested $75 ,000 in the 2003 budget to cover the cost of matching
grant request applications.
