GOVERNMENTAL AGENC IES TO ADDRESS CO MPLEX ISSUES FACING

co llaborati on, co mmunicati on and informati on sharing wi thin their regions and wi th state and
federal gove rnment ; and

con tinue 10 maintain other esse ntial lcca\ se rvices without raising lo ca l taxes or cutt ing
services ; an d
WHEREAS , a re cen l Na 1ional League of Ci 1ics surv ey shows 1ha1 , fo r 1he firsi 1ime
sin c 1992 . a majorit y of ci1ics arc le ss able 10 mcc1 1hcir financial need s because of a fall off
of revenues due to the ec onomic dow ntu rn and th e su rgr.. in spendi ng for hometown securi ty;

WHEREAS , Cong ress and 1he Presidenl ha ve squandered a rare momcni of bipanis•n
uni ty by fa ili 1:g to act decisively on federal hom eland securi ty coordination and funding ; and
WHEREAS , ci 1ies and 1owns 1hroughou1 Co lorado have bee n working clo sely with
state officiols to cstabiish siate and local homeland securi ty priori ties and 10 ensure that when
Co ngre ss and the adm;ni s1rnt ion act 10 provide re sou rces, that state and loca l effo ns are well
coo rd inated and tha t .tppropri ate re so un .. ..!s wi ll flow to th e local gove rnment!, withou t delay .
