RESOLUTION BY THE CITY OF ENGLEWOOD AUTHORJZrNG THE CITY OF
ENGLEWOOD , COLO RADO , TO FIL E AN APPLICAT ION WITH ARAPAHOE COUNTY
FOR A 2003 COMMUN ITY DEV ELOPME 'T BLO CK GRANT .
WHEREAS , the Englewood Ci ty Council has approved CDBG applications since 1977
and approved the ex ccu1i on ofar, lr;lergove mmerrnl Agreement with the pa ssage of Ordi nance
No . 37, Series of 1991, covering the City 's panicipation in the Arapa hoe County CDBG
Entitlement Program for funding years 1992 through 1994; und
WHEREAS. the Englewood Ci ty Cou nci l approved passage of Ordinance No . 39, Series
of 19 94, aut hori zing th e execution of an Intergove rnmental Agreement between the City of
Engle wood and Arap aho e Count y covering participation in the Arapahoe Cou nty CDBG
En titl ement Program as extended by Amendment No . 2, fo r funding years 2001 through 2003 ;
and
WHEREAS , the Arapa hoe Co unty Community Devel op ment Block Grant Program
provides grants to participatin g municipalities to meet hou sing and community deve lopment
needs ; and
WHEREAS , to compete in the Arapahoe County Community Development Bl oc k Grant
Program, loca l governments mus t submit an app lication ; and
WHEREAS , the City of Eng le wood has recei ved u notice of fund avai lability; and
WHEREAS , the City of Eng lewood, Colorado desire s to apply fo r the se fund s through
th e Arapahoe County 2003 Co mmunity Development Block Grant to fund the Housing
Rehabilitati on Pro gram and neighborhood revit alization proj ec t.
NOW, THEREFOR ", BE IT RESOLVED BY TH E CITY COUNCIL OF THE CITY
OF ENGLEWOOD , COLO R DO, THAT :

and on beh alf of the City Council and the City of Englewood .

R.:COMMENDED ACTION
Staff recomm ends 1ha1 Counci l approve a reso lution au th o rizing staff to apply for the City of
Engl ewood 's po rti on of fi scal yea r 2003 Community Deve lopment Bl ock G rant (CDBG ) funds and
10 apply fo r CDBG non-jurisdi cti o nal funds.
BACKGROUND, ANALYSIS, AND ,.LTERNATIVES IDENTIFIED
The U . S. Dept. of Housing an d Urban Deve lopment (HUD) CDBG Ent itlem ent Program provides
grants to un its of loca l government and urban counti es to meet housing and community
dev elo pm ent nee ds. The objective of th e program is to enhan ce urban co mmunities by providing :
• decent, safe, afford ab le housin g;
• improved infrastructure;
• publi c faciliti es and services;
• eco nomi c opp ortun ities .
Fed eral Program obj ec ti ves are ac hieved through projects deve loped by l ocal go vernments th at
primarily benefit low and mode rat e in come famili es or that aid i n preven tin g or eliminatin g slum or
bli ght. Th e reques t for fu nds may also include ac tivities that mee l other urgent devel opment nee ds
in communities . Loca l gove rnm en ts determine whi ch ac ti vities bes t serve th e objecti ves of th e
program.
Funds are app rop ria ted annuall y by th e Congress for lice CDB G program and are all ocat ed
by statut ory formula to eac h entitl eme nt area. Arapahoe County is an approved entitleme nt
area. Th e grant fu nds are currentl y distribut ed to participa ting cities w ith in Arapahoe
Cm•sty o n a na1 rate based on eac h jurisdiction 's poverty popu lation bas ed o n 1990 cens us
information. The parti cipa ting jurisdictions are th e Ci ti es of Eng lewood, Littl eton , Sheridan,
Glendale, Deer Tr ail, Ce ntennial, and Greenwoo Village plus unin corp orated Arapahoe
Cour,ty. Th e fundi ng leve l for Englewood for FY2003 is an ti cipated lo be $150,000. An
ddditic nal n on-jurisdictional pool of funds of $400,000 to $500,000 is also availa ble for
projects that ben · fit persons li vin g in any part of th e cou nty.
Th e Ci ty of Englewood must submi t an applica ti o n in order to rece ive its set-aside of $150,000 from
the FY 2003 Arap ah oe County CD BG Pr og ram. Englew ood's FY 2003 progra m consi sts of three
possibl e projects that me et c urren t housi ng and n eighborhood needs. All projects are subject to
addit ional rev iew by City staff, Arapahoe County CDBG administrators and th e Cou nty
Commissioners. Th e listed p rojects and fundin g le ve ls may c hange . f\ 2003 CDBG funds w ill be
requested fo r th e following p rojec ts:
1) S?.5,000 '.or th e H ous ing Rehabilitation Proje ct th at provides loans to low-
in come homeowners to fi nance th e cos ts of major household re~ ·irs and
impruve men ts;
2) 550,000 fo r a third-year request to assist wi th staffi ng needs fo r th e H ouse of
Hope Fam il y Reso urce Ce nter;
3) $75,000 for a neighbor hood revi talizati on "paint•up/fi s-up" pr oj Jc t des igned to
improve th e visua l appea rance of a targe ted area in a low-i nco me resi dent ia l
neighborhood.
A fourth appli ation to th e non-j urisdic tional pool of CDBG fund s w ill be made for $100,000 to
fund a sid ewalk repla ce m en t project along Ba tes Avenu e from Broadway to Ela ti Stree t. This
app lica ti o n is separate and o uts ide of the Ci ty's a:tocalion of FY 2003 funds . Th is project is bein g
coordinated w ith th e Publi c Works D epartment.
