'l'ED METER READING SYSTEM AND WATER METERS INSTEAD OF THE COMPETl'U 1'1': BID PROCESS UNDER SECTION 116 (b) OF THE HOME RULE CHARTER AND SECTION 4-1-3 OF THE ENGLEWOOD MUNICIPAL CODE 1985 . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The existing meter reading system equipment is becoming antiquated and , with replacement parts no longer available . Utilities staff have extensively investigated the automated meter reading system, which is currentl y being installed by the Denver Waler Department and Xce l Energy. A radio frequency meter reading system will cut meter-reading costs , provide fle xibility and enable accurate readings from meters installed in difficult areas . A sole source supplier is being recommended after observing Denver's experience of trying several other systems that have failed . ITRON was found 10 have a proven reliability record and the ability to prov ide local services . II was negotiated that Englewood would receive the same quantity discount that Denver is receiving, providing savings of approx imately S70,000. The license agreemen~ software and maintenance would be supplied by !TRON with the local representative, Mountain Stales Pipe, supplying and maintaining the hardware II is most pra ctical lo spread con ve rting existing meters and flat rate accounts over several years since only a certain number can be ph ysically chang ed per year and costs can be budgeted. FINANCIAL IMPACT The initial cost is $33,823.00 ($30,11 5.00 fo r the reading units, software, training and installation plus 53 ,708 .00 fo r th•, ti rst year's maintenance ). This is a 2001 budgeied item . Future ERT (electronic receiving and transmilting l units will be budgeted in subsequent years as necessary. CUSTOMER SUPPORT Total System Support Program clients have access to Itron's Customer Support Center, twenty· four hours per day, seven days per week. The Customer Support Center is the client's central contact, augmented by technical support analysts to ensure uninterrupted access and efficient problem resolution. The Customer Support Analysts are responsible for troubleshooting equipment and software issues, starus reporting, managing problem resolution and escalation procedures , record keep in g, and coordinating lo~cs such as ,;are part orders , service contraet administration , and the delivecy of services such as training. on-site support, system audits . etc . In addition, TSSP clients can consult with Customer Support Analysts regardin~ installation procedures , modifications to the e:tisting system 8!1d operating procedures. Through the Customer Support Analysts, client$ have access to a team of trained professionals from all organizations within Itron necessary co resolve a problem or address a concern. All calls are logged through "Call Tracking " and ,JI verified problems arc documented to assist iL the resolution of issues through "Cenu:il Problem Tracking". The status of all verified problems are monitored until final resolut ion. The Technical Support Analysts monitor and maintain the logs reflecting the current natus of any outst1nding issues aod client requested modifications. These logs include problem or modification reference numbers , date reported, description , priority and scheduled release date and are provided on a regular bas,~ to the client for review . A response to a request or a plan for resolving the reported issue is provided by the Technical ~Jpport Analysts. Customer Support analysts arc also responsible for providing clients with Hardware Analysis Reports upon request . Drawing the ir data from continually updated equipment service histories, these reports detail the field performance of a client's hardware devices and compare it to that of ltron's entire installed base. With this data. plans can ~• devdopcd that can help improve hardware field performance and therefore system uptime. SOFTIVARE SUPPORT Software Engineering services can be accessed through the Customer Suppo .-: Center. Software Engineering services maintain the software in accordance with the Functional Specification document through problem resolution work Iha! often results in software releases. Itron software releases occur through the transportation of magnetic media to the client site. Included with the release arc the Problem Tracker or modification descript ion , description of the change . documentation, and installation procedures . Once this software is released . it becomes the new software base on which all future changes are delivered . Communication problems :'elated to client supplied modems and/or telephone lines, mat do not meet Itron standnrds. 7. Software rele:ise support for applicotions that are not on the most current ve,~ion. Softwan Updates and Modlficadons The Total System Suppcrt Program includes .oftware updates upcn request. Updates .,. Itron gener.ued changes to the software feature set that maintain conformance to the Functional Specificotion d xument and result in a oew release number. Modificotions are client requested changes to the software that cause it to differ from the definition in the Functional Specification document. Modilicotion requests are submitted to Itron in writing and include the appropriate modified pages from the Fcnctional Specification document. If lhe modification is significant in size or scope, Itron may elect to send a Project Manager on-site to finalize the design of lhe modification. If it is determined that the modifications are to be performer.. Itron will submit a bid that includes programming, documentation, testing, implementation and , a-~ing service . Should the Service Center be unable to meet the rurnaround time by completing service on the client's own equipment, ·,pon request, Jiron will ship tn the client loaner equipment Equipment loaned to tile client 10 fulfill the rurnaround commitment must be returned 10 Itron se ven davs after the client's own serviced equipment is shipped from Itron or a rental cbarsc is assessed, with a minimum one month charge. In addition, Itron will provide "emergency loaner equipment" to clients in the event of an unanticipated equipment shortage . as long as the client maintains the recommended equipment sparing levels. "Emcrscncy loaner equipment" must be returned to Itron within fifteen days after being shipped ,o the client or a rental charge is assessed, with a minimum one month charge. In the event Itron should recei ve equipment for repair that is damaged. Itron will provide Customer with an estimate for repair of the equipment. If the Customer accepts the repair estimate . Itron will complete rerairs an~ return equipment to the Castomer with an invoi,,e ! ~r the rep'lirs and applicable freight charges. If the estimate is not accepted by the Customer and the Customer requests the equipment be returned unrepaired, Itron reserves the right to return the equipment to the Cu~tomer unrepaired with an invoice for return freight and one (1) hour c-~ labor at the prevailing labor rate . Units scrapped at Itron may be subject to an estimation fee, not exceeding one (1) hour of labor at the prevailing labor rate.
