HomeMy WebLinkAbout2001 Resolution No. 072• RESOLUTION N0.1.2: SERIES OF 2001 A RESOLt.mON FOR THE, APPROPRIATION AND TRANSFER OF FUNDS TO THE: ENGLEWOOD ENVIRONMENTAL FOUNDATION (EEF) FOR THE DEMOLITION, ENVIRONMENTAL REMEDIATION AND SITE PREPARATION OF THE FORMER CITY HALL SITE. WHEREAS, the City of Englewood moved into the new Civic Center in June 2000; an,i WHEREAS, since the time of the move, the former City hall has been used for storage and a variety of training exercises; and WHEREAS , the City and EEF belie ve that the site could be redeveloped for a variety of uses and the fastest and most econom ical way to perform this process is to have the EEF demolish the building, remediate environmental hazards and coordinate the eite preparation; and WHEREAS , it is believ•d that EEF can be st identify risks and costs in the complete redevelopment of this site in a manner which is advantageous to the City; and WHEREAS , the Englewood City Co uncil transferred the former City Hnll site to the Englewood Environmental Foundation (EEF) with the pas11age of Ordinance No. 51 , 2001; and WHEREAS , the City Council hu agreed to split the cost of eite preparation with EEF; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CTTY OF ENGLEWOOD, COLORADO , THAT: Si:s:.11Wl..l. Initiated By I Staff Source Dep artment of Financial Services Frank Gryglewicz, Director COUNCIL GOAL ANO PREVIOUS COUNCIL ACTION City Council transferred the former City Hall site to the Englewoo d Environmental Foundation (EEF) by approving Council Bill 55 on second reading on September 4, 2001 . Th e Ci ty Council has agreed to split the cost oi site preparation with the EEF . RECOMMENDED ACTION Staff recommends Council approve the attached resolution transferring Sc00 ,000 from the General Fund to the Engl ewood En viro nmental Foundation to prepare the former City Hall site fo r redevelop ment. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The City of En gl ewood moved into the new Civi c Center in June 2000. Since that time the former City Hall has used for storage and a variety of training exercises. Ci ty staff and EEF boa,d members belie ve that the site could be redeveloped ior ~ variety of uses, and the fastest and most economical way to perform this process is to hav e the EEF coordinate the site preparation. At the Council meeting on August 20, 2001 EEF members addressed Council and indicated a sale of the site cou ld net the City approximately S 1,000,000. Ci tv staif and Council have discussed this project at length and agree that expediting this project is vital 1:i the contin ued rede velopme nt of one of the City's core co mmercial areas. City staff ha ve discussed allowing the private sector re, ,:omplete this process but it was felt that EEF co uld identify risk s and costs in a manner more advantag ~ous to the City of Engle wo od. FINANCIAL IMPACT The tramier and app ropriatio n oi 5200,000 wil l red uce the estimated ending General Fund unr eserved /undesignated fu nd balan ce to 54,848 ,01 c, which is 13.4 percent of estimated total revenues.
