SERIES OF 2001
A RESOLUTION BY THE CITY OF ENGLEWOOD AUTHORIZING THE CITY OF
ENGLEWOOD, COLORADO TO FILE AN APPLICATION WITH ARAPAHOE COUNTY
FOR A 2002 COMMUNITY DEVELOPMENT BLOCK GRANT.
WHEREAS , Englewood City Council bas approved CDBG applications since lu ; / lnd
approved the execution of an Interaovernmental Agreement with the paaaap of Ordinanc-e
No . 37 , Series of 1991 covering the City's participation in the Arapahoe County CDBG
Entitlement Program for funding years 1992 through 1994 ; and
WHEREAS, the Englewood City Council approved passage of Ordinance No . 39, Series of
1994, authorizing the execution of an Intergovernmental Agreement between the City of
Englewood and Arapahoe County covering participation in the Arapahoe County COBO
Entitlemeut Program as extended by Amendment No. 2, for funding years 2001 through
2003; and
WHEREAS, the Arapahoe County Community Development Block Grant Prop-am
provides grante to participating municipalities to meet houaing and community development
needs; and
WHEREAS, to compete in the Arapahoe County Community Development Block Grant
Program, local governments must submit an application; and
WHEREAS, the City of Englewood has received a notice of fund av•ilability; and
WHEREAS, the City of Englewood, Colorado desires to apply for these funds through the
Arapahoe County 2002 Community Development Block Grant to fund the Housing
Rehabilitation Program, to asaist with the funding for the Family Self Sufficiency Program,
to assist with funding for the Circulator Shuttle, and to asaist with funding for the Houae Of
Hope Family Resource Center;
NOW, THEKEFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT :

an Arapahoe County 2002 Community Development Block Grant .
~-The Mayor and City Clerk are authorized to sign an,J attest all nece11ary
forms , documenta, aasurancea and certifications for the Community Ilflvelopment Block
Grant for :.od on behalf of the City Council and the City of Englewood.

and supp ort a joint application between the City and the Western Arapahoe County Homeless
Alli ance (WA CHA ) to apply for CDBG Poo l funds lo pu: chase their building and land .
BACKGROUND, ANALYSIS, ANO ALTERNATIVES IDENTIFIED
The U.S. Dept of Ho ·,sing and Urban Development (HUD) CDBG Entidement Program
prov id es grants to units of local government and urban counties to meet housing and
co mmunity de ve lopment needs. The objective or th e program is to ~'1hance urban communities
by provi din g:
• decent, safe, affordable housing through , for example, Englew ooo's housing rehabilitation
pro gram ;
• improved publ ic services , such as th e Hous e of Hope Famil y Res ource Center and th e
prop osed ci rcul ator shuttle ;
• eco nomic opp ortunities pri maril y for lo w and moderate in co me peop le as pro vi ded by the
Famil y Self Sufficie ncy pr ogra m;
• preservation of hi sto ri c place s lik e th e Ske rrilt House in the 200 1 CDBG program .
Federal Pr og ram objectives are achieved throu gh projects deve loped by loc al gove rnments that
primarily ben efl t low and mode rat e income families or that ai d in pr eventin g or ellminatin a slum
or blight. The req uest fo r funds may also incl ude acti vi ties that meet oth er urgent de ve lopment
nee ds in co mmuniti es . local gove rr.m en ts determin e whic h ac tiv iti es best serve the objecti ves
of th e program.
• Funds are appropriated an nuall y by th e Congress for th e CDBG pr og ra:11 and are allocated by
statut ory fo rmula to eac h entitlement area. Arapahoe County is an approved entitlement area.
Th e grant funds are currently di strib uted on a fo rmul a basis to parti cipa ting cities within
Arapahoe County us ing each jurisdiction's po verty popul ation based on 1990 censu s
lnformalion. The participating jurisdictions are the Cities or Englewood, Littleton, Sheridan,
Glendale, Deer Trail, Centennial , and Gr.'l!nwilod Village plu s unin corporated Arapahoe
Count y.
The Clly or Englewood must submit an application in order to recei ve funds from lhe Federal
Fiscal Year, FY2002, Arapaho e County CDBG Program . Since the local program Is
noncompetitive, County staff evaluates the applications based on compliance wllh !he National
Objectives. The funding le ve l for Engl ewoo d for FY 2002 is anticipated to be $150,000. This
amount Is one-third less than in recen t years due lo th e inclusion or the Cities of Centennial and
Greenwood Village as a participat ing cities.
Englewood 's FY2002 program consists or four possible projects that meet current housing and
neighborhood needs. The City or Englewood's Comprehensive Plan includes goals and
objectives for housing and community development needs.
All projects are subject to additional review by City staff, Arapahoe County CDBG administrators
and the County Commissioners. The listed µrojeclS and funding levels may change. FY2002
CDBG funds are being requested for the following projects:
1) $40,000 for the Housing Rehabilitation Project that provides loans to low-Income
homeowners lo finance the costs of major household repairs and improvements;
2) $10,000 for the Englewood Housing Authority's Family Self-Sufficiency Project that
provides comprehensive case management and support services to participants to
beco me self sufficient within five years;
3) $50,000 for the circulator ,huttle that will provide transportalion services from the
Englewood light rail slation to the Swedish /Craig Hospital areas ;
4) $50,000 to support staffing needs of the Weslem Arapahoe County Homeless
Alliance's /WACHA) House o' Hope Family Resource Center.
A second source of CDBG funds is available for projects serving two or more jurisdictions. This
source of funds is known as the CDBG "pool ' funds . Each of lhe eight jurisdictions contributes
10% of its CDBG allocation to fund the "poof•. An Advisory Cp.,,;nillee consisting of
representatives from each jurisdiction evaluates applications m, to the Pool Fund . The FY
2002 funding level for the Pool is estimated to be $150,000.
An additional application will be made jointly by WACHA and the City of Englewood to the
Advisory Committee for 595,000 of CDBG Pool funds to assist with the purchase of the building
at 3301 S. Grant Street from Arapahoe House to permanently secure a facility for the House or
Hope Family Resource Certer. This application is se parate and outside of the City's allocation
of FY2002 funds.
FINANCIAL IMPACT
EJ(isting Community Developme nt staff administers tl1 e proposed projects. Staff salaries and
benefils represent the City's participalion in the proje cls. Englewood budgets apprmcimately
$5,000 or CDBG funding to offset salaries and benefits .
