WHEREAS , the Thomaa Skerritt Houae w as the ruideace of the first permODtnt ruident
of the City of Englewood : and
WHEREAS , Thomas Skerritt ia known aa the founding father of the City; and
WHER&AS, Thomas Skerritt drqged two lop on the back of a wqon, plowed the one
hundred mot wide roadway in 186<l and waa commonl, lmown to be the creator of South
Broadway &om Englewood to Cherry Creek: and
WHEREAS , oometime after 1864, Skerritt erected a larp frame two story farmho111e
with generoualy land.ocaped •urrounding areaa, complete with a large orchard (hence the
name Orchard Place); and
WHEREAS , the Skerritt Houae meets all of the criteria set forth in the Enpewood
Historic Preeervation Ordinance :

WHEREAS , the Englewood Plannin1 and Zoninr Commiaaion held a Public Hearing on
April 4, 2000 and the Englewood Planninr and Zoning Commiaaion recommended delignation
of the Skerritt Property aa an Englewood Historic property;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCil. OF THE CITY OF
ENGLEWOOD , COLORADO , THAT:

RECOMMENDED ACTION:
Staff recommends that City Council adopt the attached Resolution for Historic Property
Designation for the Thomas Skerrftt House, located at 3560 South Bannock Street.
BACKGROUND:
In February , the City enacted a Historic Preservation Ordinance (E .M.C. 16-4-24) in an
effort to preserve, protect and promote the value of historic properties located within
Englewood . This application is the first Englewood structure to request historic property
designation under the provisions of this ordinance .
The Thomas Skerrftt house was the residence of the first permanent resident of
Englewood . in addition to being a founding father of the cily , Skerrftt was commonly
known to be the originator of South Broadway , from Englewood to Cherry Creek.
Skerrftt, dragging two logs on the back of a wagon , plowed the 100ft. wide roadway in
1864 . Sometime thereafter, Skerrftt erected a large frame two story farmhouse with
generously landscaped surrounding area, complete with a large orchard (hence the
name Orchard Place).
Staff recommends approval of this application . This recommendation is based on the
criteria set for the ordinance and supported by documentation as the Skerrftt House :
• Is at least 50 years old ;
• Is a structure connected to a person significant to the history of Englewood; and
• reflects the broad social history of Englewood.
On April 4, 2000 a Public Hearing was held before the Englewood Planning and Zoning
Commission. The Commission unanimously recommended this property for Historic
Property designation . Findings of Fact were approved on April 18, 2000 and support of
this recommendation is being passed on to City Council for final authorization .

This matter was heard belore the City Planning and Zoning Commission on
April 4, 2000, In the City Council Chambers of the Englewood City Hall.
Testimony was received from staff and applicant. The Commission received no-
tice of Public Hearing, and the Staff Report, which were Incorporated Into and
made a part of the record of the Public Hearing.
No m.~mber of the general public was present to testify on this Issue.
After considering the statements of the witnesses, and reviewing the pertinent
documents, the members of the City Planning and Zoning Commission made
the foll owing Findings and Conclusions.
FINDINGS OF FACT
1. THAT the application for Historic Designation of the Skerrttt House,
3560 South Bannock Street. was flied by Library Services Director Long
on behalf of the City of Englewood.
2 . THAT notice of the Public Hearing was given by publication In the official
City newspaper, the Englewood Herald , Dn March 17, 2000.

toric Deslgnati.Jn status.
The decision was reached upon a vote on a motion made at the meeting of the
City Planning anri Zoning Commission on April,:, 2000, by Rininger. seconded
by Wlllls. which motion states:
