A RESOW','.'I ON OF THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO
IN OPPOSI'UON TO PROPOSED CONSTITUTIONAL AMENDMENT 21, OTHERWISE
KNOWN AS "TAX CUT 2000", ON THE NOVEMBER,, 2000 STATEWIDE BALLOT:
WHEREAS, the voters of Colorado will conaide,· proposed Constitutional Amendment 21 ,
also know aa • Tax Cut 2000", on November 7, 2000; and
WHEREAS, if Amendment 2 1 were adopted , it would impose automatic, multiple, and
permanent tax cuts and in ever -increasing amounts each year in perpetuity; and
WHEREAS, if Amendment 21 were adopted, the total revenue 1088 to local 10vernmenta
is eetimated by Legislative Council to be $169 million in the first year, $580 million in 2002
and $892 million in 2003 ; and
WHEREAS , if Amendment 21 were adopted, the revenue 1088 to the City of Englewood is
estimated to be $6,000,000 initially, with increaaing revenue Josaea thereafter; and
WHEREAS , Amendment 21 tax cuts would apply to a broad-range of taxe, and r-
im posed by the City, the county, school district and special districts that prov de iml'Ortant
and necessary services to residents of Englewood; and
WHEREAS, these entities include Arapahoe County, Englewood Sr.b·:-01 District and
various water and sewer districts that provide aervicea to Englewood c.tizen■: and
WHEREAS, if Am endment 21 were adopted, the City of Englewood is likely to be !arced
to curtail, reduce and potentially lliminate services that protect the public health ani! ::;Jety
and that ensure our qualjty of life; and
WHEREAS, passage of Amendment 21 could limit Englewood's ability to continue
existing ltvela of services and progr ams such as fire and police services, park maintenance ,
recreRtion programs , wate r and sewer services , street repair an(! pothole patching, library
hc,ur 3 and purcha se of materials: and
WriEREAS , ~-1ssage of a m .ndment 21 could affe<t Englewood's ability to fund general
public sel'V!c.,, ~•rk construction, rehabilitation of blighted areas, public safety equipment
replacement and purr.hose and t~hnology upgrades and repl acements; and
WHEREAS , a "NO" vote on ~mendinent 21 would help pr•servc current funding oflocaJ
services on which our citi 1.e na depend ; and .•
WHEREAS , a "N o" vo te on Amendment 21 would protec t Co lorado's quality of life bv not
jeop ardizing funding fo r vita l trn nsp onation , pubE..: safety, ambulance and hos pital , pMk
and recre ation , edu cation. libr ary and other services on whi ch our citizens rely; and
WHEREAS , a "No" vot.e on Amendm ent 21 rejei::ts mandE.tory tax cuts , state-wide ,
des pite our local citizen s' int eres ts in continuing exicting or developing new or expanded
services; and

WHEREAS, a "No" vote in no way diaturbe the citize&a' current control onr ..,..inmental
revenue and spending through the voter-approved provisions of the 1992 Tupayer'e Bill of
Righta (TABOR) and the exiating limitations; and
WHEREAS, the Coiorado Fair Campaign Practice• Act, at C.R.S . l-45-1!7(l)(b)(lll)(A)
authorize, this body to adopt a re10lution taking a pooitioi. of advocacy on any etatewide
ballot iesue; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO , THAT:
~-The City Council of the City of Englewood , Colorado opposes the Amendment
21 becauae it would detrimental to aervices, programs and quality of life of the citilens of
Englewood, Colorado.
~-The City Council of the City of Enr,Jewood encourages ita citizena to become
fully informed about all cl the detaila of the Amendment end ite effecta on them, their
.:ommunity and the State before voting on November 7, 2000.
~-The City Council of the City of Englewood encourapa ita citizena to wle "No"
on Amendment 21.
