A RESOLUTION AUTHURIZING THE ENGI.EWuOD PUBLIC LIBRARY TO
IMPLEMENT THF ANNUAL "FOOD FOR FINES" i ROGRAM FROM NOVEMBER 13,
2000 THROUGH DECEMBER 15, 2000.
WHEREAS, the Englewood Public Library hu oponaorerl a "Food for Fine•" pJ"01l'am
d..;.~g the November/December holidays for the pBBt nine yean; and
WHEREAS , the "Food for Fines" program allows patrone with overdue fines to "nay•
them off through the donation of non-perishable fool! items ; and
WHEFEAS , the food items are then forwarded to the lnteri"aith Community Services !cir
distribution to financially diaadvantaced families in the Englewood area; and
WHEREAS , the program is a benellt to the community in that the disadvantaged are

NOW, THEREFORE, BE IT RE!:OLVED BY ThE CITY COUNCIL OF THE CITY 01.'
ENGLEWOOD, COLORADO, THA1':
~-The Englewood City Council hereby authorizes the Englewood Public Library
implementation of the annual "Food For Fineo" program from Noven,1:er 13, 2000 through
December 16, 2000. The "Food For Fines" will then be forwarded to the lnterFaith
Community Services for disbbution to financially disadvantaged familiet in the Englewood
area .

The Library has sponsored this program for the past ten years, and each yeur the City Council has voiced their support ol
the program.
RECOMMENDED ACTION
The Library Department recommends City Council approval ol a Resolution authorizing the Library • artmenl to
impiamenl its annual "Food for Fines" program from Monday, November 13 through Friday, Orr 15, 2000.
BACKGROUND, ,,NAL YSIS, AND ALTERNATIVES IOENTIFIED
For the past ten ye•rs , the Englewood Public Library has sponsored its 'food for Fines" program during the
November/December holidays . This annual program allows patrons with overdue fines to "pay" them off through the
donation of non-perishable food items , e.g. one food lt,ro cancels out the late charges (not lost or damaged charges) on
~ oyenlue.J!!m. Food ttems must be presented to the Library Staff at etther the Circulation Deak or at the Bookmobile

in order for the fines to be cleared from the patron's computer record. The collected food ttema are then f01Warded to •
lnterfatth Community Se!vices for distribution to financially disadvantaged families in the Englewood area. This program
has been warmly received I>/ Iha public since its inception. Besides providing resources to needy families in this
community, the program presents a posttive image of the Library and the City, i.e. a "wir>-win" situallon for everyone
involved. The 2000 program will run for five weeks .
FINANCIAL !MPACT
The Library averages $1 ,2 00-$1 ,500 per month in collected "late lines" (i .e. charges on books and other items retumed
past their due date) which go back into the City's General Fund . During the month ol December for the past !ew years,
this amount ol overdue lines has droppedio an average, ol $800-$1,000, no doubt in response lo lhe "Food for Fines"
program . 1 his most likely means that the C~ will again lose $400-~600 in overdue charges during this Iea(s "Food for
Fines" program . ~ . ,. , • '
