RECOMMEND!:D ACTION Approval of a Resolution to charge a fee of $150 .00 to display banners at designated sites in Englewood . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED • Currently, there is one site des ignated for ~anging banners in Englewood, In the 3400 block of South Broadway. A •. in the 2900 block of South Broadway was recently e11minated , but will be reinstalled with the South Broadway Wide Project later this year. Street banners, over the years, have been hung at either ol these two locations for Englewood School District events, City of Englewood events, or charitable organizations . Last Fall, staff from the Department~ of Neighborhood and Business Development, Safety Services, Parks and Recreation, and Public Works formed a committee to revise the policies for hanging banners in Englewood and to establish a penmit fee to cover City costs . The fee established by the committee is waived for City of Englewood and Englewood School District events . In order to meet City costs for installing and removing banners requested for other than City of Englewood and Englewood School District events , a fee ol $150.00 has been delenmined to cover man-hours and equipment use . All banners are provided by the requesting agency and must meet City specilications . Banners are installed and removed by City ol Englewood Traffic Division staff . FINANCIAL IMPACT None . UST OF ATTACHMENTS Proposed Resolution • City of EJll)ewood Street Banner Polley I. Street banners shall be pennittea and installed in accordance with this policy. 2. Street banners shall be placed only at locations designated by the Depan:ment of Public Works and the Office of Neighborhood and Business Development 3. The Department of Public Works shall install and remove all street banners . 4. All street banners shall be sponson.'<1 by one of the following: a. City of Englewood or City affiliated agency, b. En2lewood School Di.strict, or c. C~table organization. as defined in Internal Reve:iue Code 26 USCS 50 I. The organizarion·s ta.x-e:cempt ID number must accompany application. 5. The Department of Public Works shall maintain an annual meet banner calendar. • 6. Street banner applications shall be submitted to the Deparone:it of Public Works. • 7. Pe:mits for street banners shall be issued on a first-come-fi.:st se:-ved with City of Englewood events having priority. 8. Non-city applications shall be accepted no more than fatty-five ( 45) days in advance of installati on . 9. Banners shall oat be installed more than thirty (30) days before an event. B:<1111ers shall be displayed for a period oat to exceed thirty (30) days . 10. The Department of Public Works shall issue pennits and collect per.nit fees for all street banners . 11 . Pennit fee, to cover installation and removal, slLill be in the amount of one hundred and fifty dollars (5150 .00) per banner. No pcnnit fee shall be required for City of Englewood or Englewood School Di.strict banners. 12.
