SERIES OF 1999
A RESOLUTION SUPPORTING "METRO VISION 2020" OF THE DENVER REGIONAL
COUNCIL OF GOVERNMENTS' PLA.'1 .
WHEREAS, DRCOG, as a regional planning commiosion, baa adopted \fetro Vision 2020
as an advisory plan guiding regional growth; and
WHEREAS, Engle•.vood is repreaented at DRCOG on Transportation, Policy and Regional
Planning committees; and
WHEREAS, Englewood support,, voluntary and flexible strategies guiding redevelopment
within the existing urbanized areee ; and
WHEREAS , estahlishing an urban growth boundary will help focus resource allocation
within the designated urbanized area ; and
WHEREAS, the passage of this Resolution indicates the City's support for the propoeed
Urban Growth Boundary (UGB) propoeed in Metro Vision 2020 which aete a target limit of
700 square miles of land eligible for urban de velopment through th• year 2020; and
WHEREAS, the passage of this R,,solution indicates support for the Urban Centers
element of Metro Vision 2020; and
WHEREAS , Urban Centers like Englewood CityCenter mixed land use projecte that
combine jobs and housing in development patterns that encourage pedestrian activity with
another benefit of compact development is that it is better served by transit; and
WH£REAS, Englewood support,, Urban Centers policies which favor compact development
patterns , mi-,:ed land use s with johR and housing, supporting transit, and encouraging
pedestrian activitiea fo r the Englewood CityCenter;
NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD COLORADO, THAT :

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
At the April 12, 1999 Study Session, Cour.cil discussed the Denver Regional Council of Govemmen l
(DRCOG) MetroVision 2020 Plan .
RECOMMENDED ACTION
Staff recommends that Council adopt a resolution supporting DRCOG's MetroVlsion 2020 Plan .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIECI
In March of 1997, the Board of Directors of the Dunver Regional Council of Governments (DRCOG)
approved a stra'.egic growth plan for the six-county melro-area . The Plan, which projects growth to the
year 2020, entlded MetroVision 2020, Is inlended to guide metro-area development with volun .
flexible strategies, as well as incontives, for member organizations to adopt policies consistent wu,, the
regional vision.
The main incentive for supporting Metro Vision 2020 is in the Transportation Improvement Program
(TIP). Cities in the metro-aree submit trans~ortation projects tc, DRCOG, which a~1s as a clearinghouse
for federal transportation funds. DRCOG evaluates and prioritizes lransportallon projects by assigning
points to projects lhat meet various criteria . Transportation projects eligible for federal funding typically
provide increased ro,,dway capacity, improved safety, and often help achieve air quality goals .
DRCOG is providing bonus points for applications from Cities that declare their support for the policies
guiding urban growth in MetroVision 2020.
POLICY : Approval of the Resolution indicates City of Englewood support tor the proposed Urban
Growth Boundary (UGB) proposed in MetroVision 2020 , which sets a target limlt of 700 SCjUare miles of
land eligible for urban development through the year 2020 . Approval of the Re~olution also indicates
support for the Urban Centers element of MetroVision 2020 . Urban Centers like Englewood CltyCenter
have mixed land use projects that combine jobs and housing in development patterns that encourage
pedestrian activity. Another benefit of compact development is th~t it is better served by transit.
FINANCIAL IMPACT
Englewood rece ives federal funding for roadway projects like the South Broadway Project which
received federal design and conslruction •· ,nds this year. With Council support of Metro Vision 2020,
Englewood's applications for federal transportation funding remain competitive .

SUBJECT: Previous Council Discussions of Metro Vision 2020
MetroVision 2020 is a regional plan for the Denver metro area through the year 2020 .
Representatives to the Denver Regiol\lli Cou;icil of Governments (DR ~OG) have develc_ped the
plan over the past seven years . Staff that deals with transportatirn, land development, utilities,
open space and air quality have seen drafts of the plans at various DRCOG committee meetinp
and in many other professional and tcr!inical meetings . Many council members have seen
presentations about Metro Vision 2020 at, part of meetings on growth management, housiug, and
transportation.

City Council has asked whether Engle•Yood has ever taken official action on the MetroVision
2020 Plan. Staff reviewed Council minutes and resolutions and determined that there is no past •
official action on the plan . There are several references to the plan in Council minutes. This
memo notes the date and context of those references .

♦ City Council references to Metro Vision 2020 occur in Council minutes as far b!ltk I\S July
18, 1994. In a discussion about an interc!iar-ge/intersection at Lowell Blvd ./Knox Ct. on U.S.
285, a council member indicated that the interchange/intersection already appears on the
2020 plan .
♦ On May 1, 1995 a council member indicated that they were planning to attend a DRCOG
workshop to discuss Metro Vision 2020 . Another council member commented at the May 1
Council meeting that they attended the Governor 's Regional Growth Ccnference and was
impressed with the presentation of the Metro Vision 2020 plan .
♦ On September 3, 1996, Council discussed setting a meeting for an update of the Metro Vision
2020 process for .JI council members who might want to attend . October 1 o"' was selected
as a date when most members could attend .
♦ On Febru;:ry 18, 1997, a council membe r noted that the Metro Mayors' Caucus discussed
transportation, ;;•owth, and Metro Visior, 2020 issues at their annual spring retreat . It was
noted that a vote wa. :"Peeled on Metr o Vi!ion the ,i,Uowing night. A reference was made to

♦ On March 17, 1997 a council member aoted an upcoming meeting at DRCOG where they
anticipated reviewing the MetroVIJion 2020 plan.
♦ At the July 21 , 1997 Council meeting, the mayor noted that the Metro Mayor's Caucus
agenda included big items, especially transportation issues, includiog Guide !lie Ride and the
Metro Vision 2020 plan.
♦ When Co!lllcil discussed submitting the S2 million grant application to the Federal Highway
Administration with DRCOG u a partner, at the November 2, 1998 Council meeting,
Cinderella City redevelopment was discussed u a project that implements the MetroVision
2020 plan.
♦ At the February ·,, 1999 Council meeting, the annual retrut of the Metro Mayor's Caucus
wu discussed. The discussion included how MetroVision 2020 could best be implemented
with 110me co:.sideration about whether legislatirJn is required or if Inter-Gowmmental
Agreements be used?
