A ll.ESOLUTION AUTHORIZING TRE CITY OF ENGLEWOOD, COLORADO TO FILE
AN APPUCATION WITH THE U. ~-DEPARTMENT OF COMMERCE : ECONOMIC
DEVELOPMENT AmDNISTRAT!uN FOR A GRANT WHICH WILL FUND THE
DEMOLITION OF THE EXISTING ENGLEWOOD CITY HALL. SURROUNDING
ROADWAY AND PARKING LOTS .
WHEREAS, the City of Englewood deaires to apply for funda o.hrough the Economic
Development Adminiltration for the purpoee of aeeiating in the funding of demolition of the
existing Englewood City Hall, surrounding roadway and parking Iota ; an.i
WHEREAS , the propoeed funding wi ll ore ate vital connections between the nsw
CityCenter Englewood redevelopment ana <Ile South Broadway commercial corridor; and
WHEREAS , the U.S. Department of Lommerce : Economic Development Adminuitration
provides funds to communities which exhibit economic need for financial assiatance; and
WHEREAS . to compete in the Economic Developm ent Administration grant program the
City of Englewood muat submit an application;
WHEREAS, the City of Englewood has received a notice of fund availability ;
NOW, THEREFORE, BE IT RES0LVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO , THAT :

Project Description
I
Englewood desires to create employment opportunities and enhance the economic condition of the City by
redeveloping the area adjacr,nt to the former Cinderella City shopping mall . This project consists of the
demolition of the exis ti ng City Hall, surrounding l'Olldway, and parting lot Additionally, the City desires to
create vital connections between the new CityCcntcr Englewood Redevelopment and the South Broadway
commercial corridor. This is accomplished through the design and construction of a new roadway and tum•
arounrl, linking the new development to an established commercial corridor. Logical connections will be made
between the two commercial areas by enhancing continuity in connectivity and design along the new roadway
and South Broadway . The potential development of commercial pad sites further reinforces tlic commercial
connections and is a vital component in this project . The project area comprises the development of a minimum
of 52,000 square feet of various tenant ~scs , which support the critical clements of a transit oriented
development (TOD). 1
The proposed funding from the EDA will be uscJ in conjunction with funding form the City of Englewood to
demolish existing structures and prepare the site for the lead developer. The development in volves a mix of
commercial tenant speculative space. At a minimum , 52,000 square feet of commercial development will occur
on the Phase II site with a minimum of 130 net new jobs.2 The ultimate goal of this project is to promote
economic stability and growth through the creation of jobs and tax revenue on a site that will be abllndoncd with
the rede velopment of the former Cinderella City shopping mall. EDA funding is instrumental in enhancin ,1 the
City 's economic development program in the following areas :
• Create vital connections between the CityCenter Englewood redevelopment and the City's aging
commercial corridor, South Broadway . •
• Create and retain jobs in Englewood.
• Expand and maintain the commercial ba,,• to stabilize the nnderlying economy .
• Promote business which uti lize available labor skills .
• Leverage private sector, local , state, or other federal funding sources .

RECOMMENDED ACTION
Staff recommends that City Council authorize the City Manager to execute all application materials for
funding assistance from the Economic Development .\dministration (EDA).
• BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIEll

EDA provides grant funds to communities that exhibit economic need for financial assistance .
Funding will create employment opportunities and enhance the economic condition ,,f the City by
redevelolllng the area adjacent to the former Cinder13lla City shop~lng mall .
The purpose of !hi; proposed grant Is to provide fund ing assistance for the demolition of the elC!st!ng
City Hall, surrounding roadway, and parking lots. Additionally, the project will create vital connections
between the new CityCenter Englewood Redevelopment and the South Broadway commercial corridor.
This is accomplished through the design and construction of a new roadwsy that links the new
development to the established South Broadway commercial corridor. Grant funds will ~ by
providing logical connections between the two commercial areas by enhancing conbnuity along i.~e

FINANCIAL IMPACT ,
EDA requires that the City..provida 50 percent matching funds in the form of cash or In-kind
contributions to meet r.-og ram requirements. The proposed project is $2 milllon, which Includes $1
million in local matchin ~ funds. The required match ing funds would need to be budgeted for year 2,000
