WHEREAS, the Englewood Public Library has s ponsored n "Food for ll'mes· program t!uring the November/December holidays for the past eight yea.ra; a.nd WHEREAS , the "Food for Fines" program allows patrona with overdi::ie fines to "pay" them off through the donation of non -perishable food items; and WHEREAS , the food items a re then forwarded to the lnterFaitb T a.dr Force for distribution to financially disadva ntaged families in the Englewood are:.; a.nd WHEREAS, the program 1s a benefit to the commuaity in that the diuiadvantaged are assis t d and the air cleared with re s pect to fin es and the City rece1\.ing n:1 l.tbra_ry matenal, back; NOW , THEREFORE, BE IT RESOL VE D BY THE CITY COUNCIL ENGLEWOOD , COLORADO . BACKGROUND, ANALYSIS , AND ALTERNATIVES IDENTIFIED For !the past eight years , the Eng lewood Public Library has sponsored its "Food for Fine s" program • durmg the November/Decemb er holidays. This annu al pro gram allows patrons with ovt:rdue fi nes to "pa-}"' them off through the donation of non-per ishab le food items , e.g. one food Item ca nce ls out the la!ecilarges (not los or damaged charg es) on one overdue Item . Food items must be pre sent ed to the. ibrary S!aff at eit her the Circula tio n Desk or at th e Boo kmob ile in ord er fo r th e fines to be cle ared from the patron 's co mputer rec ord . The co ll ecte d fo od items are then forwa 'ded to ln ter Fai th Task Force for distribut ion lo fi na ncially dis advantag ed fa mil ies in th e Engl ewood drea . Th is program has been wanmly rec eived by the public since its ince ptio n. Beside s provic.Ji ng resources to nee dy fa mili es ,n n,s com munity , th e program pre sents a posi tive image of the Library and the City , i.e . a "Wi n-wi n' situation for everyone Involve d. The 1998 prog ram will run fo r six weeks . FINANCIAL IM PACT Tre Library averag es S 1,200-S 1,500 per mont h in co ll ected "late fines " (i.e. cha rges on books and otn!!r tt em s retu rned past the ir due date) wh ich go back into the City 's General Fund . Duri ng the onth of Dece mhe r fo r the past few ye ars, th is am oun t of overdue fi nes ha s dropped to an ave rag e of S8DO-S 1.000, no doub t in respo nse to th e "Foo d for Finer,' pro gra m.
