WHEREAS , the Englewood Cc-y Co uncil approved pu ssage of Ordinance No . 39, Series of
1994 , authorizing the execunon o£ an lntergove rnm er.1.al Agre ement between the City of
S nglewood and Arapahoe County covering partiC1 pation in the Arapahoe County CDBG
Entitlement Program as exte~ by Amendme nt ~o. 1, for funding years 19 98 through
2000: and
WHEREAS, the Arapahoe Co=cy Community Deve lopment Block Grant Program

Previous Action: City Council has approved resolutions lo file Community De velopm ent Block Grant
{C DBG) 8'l!P lications annually since 1977 . The Ci ty Council has also approved participation in the
Arapahoe County CDBG Entttlement Program for funding years 1998 through 2000 by the execution of
Amendment No . One which extended the Intergovernmental Agreement between the City of
Englewood and Arapahoe County o riginally pass ed as Ordinance #39 , Series of 1994.
RECOIOIIENDED ACTION
Approval of a resolution to apply for 1999 Community Development Block Grant funds. funding levels
for 1999 are not yet av• ·1able, but it is anticipatad that the funding level will be close to the 1998 CDBG
award, which was $2( 559 .
BACKGROUND , ANAL YStS, AND ALTERNATIVES IDENTIFIED:
The Federal CDBG Entitlement Program provides grants t, units of local government and urban
counbes a, meet housing and community deve'oprr.ent needs . Th e primary objective of the program is
the develiopment of viable urban communities by :
1 providing decent housing and a suitable living environment; and
2 . exp2nding econom ic opportuniti es, principally for persons at low and moderate income.
The obJective of the Federal Prog ,·am is achieved through projects developed by the local government
which are designed to give maximum priority lo those activities which will benefit low and moderate
incom£ far,ilies or which will aid in the prevention o: elimination of slum or blight. The request for
funds may disc include activities which are designed to meet other urgent development needs in the
comm uri·ry which pose a serious and immediate threat to the heallh or welfare of the community if
other financial resources are not available. The local government will determine the activities that will
best ser,·e the objectives of the program
Funds a-e appropriated annuall y by the Congre ss for this pr og ram a~d are allocated by sta tutory
formula :o each ent itlement area. Arapahoe County is an approved entitlement area . The grant funds
are distributed on a formula basis to participating cities within Arapaho e County.
In order 10 receive funds from the 1999 Arapahoe County CDBG Program, the local government must
subm an appli cation. Since lt1e program is noncompetitive, the County will evaluate the applicatioe5
based en compliance wi th the National Objectives.
The Local Program for fiscal year 1999 will consist of three projlCts . Funds are being req uested for 1
b~~~ •
1. $150,000 for the Housing Rehabilitation Project which provides loans to homeowners to finance
the C()5ts of major household repairs and improvements;
2. $15,000 for the Engiewood Hous ing Authority's Family Self-Sufficiency Project which provides
comprehens ive case management and support services to participants to make self sufficiency
a realistic goal with five years; and ,
3. $50,000 for the new Citizen Initiated Improvement G.anl program which will provide
matching funds for citizen-initiated, neighborhood-focused im prove ment projects th at
encourage citizens lo identify a neighborhood need oc desire , propose a project , and develop it
into a viable planned improvement lhat is not otherwise addressed by the Capital Improvement
Program or other City funding sources .
FINANCIAL IMPACT
The existing employees in Neighborhood and Bus iness Development are avail able to administer the
projects , and their salaries and benefrts are part of the City's contribution toward funding the Housing
Rehabilitation and Citizen Initiated Improvement Mini Grant. Tha City will utilize a portion of the CDBG
funding (es timate $15 ,000) to partially offset the costs of these salaries and benefrts.
