The resolution Is required per the changes the COI.WICi adopted in the ordinance that ifted the moratorium on this Chapter. At the May 6, 1998 szudy session , staff discussed the proposed moratorium with the Council. On June 3, 1996, the Ctty CO'JIICil 19afand passed Ordinance 25, teries ol 1996 on final reading. This Ordinance established the moratorium to run"-June 10, 1996 to December 10, 1996. Ordinance 55, Series ol 1996 extended the moratorium four 11101191s to April 10 , 1997. BACKGROUND, AHAL YSIS, AND ALTERNATIVES IDENTIFIED . ...age therapy lialnses are issued under Title 5, Chapter 5, a,.d w,.re included in the moratorium that began on June 10, 1996. The ordinance Council adopted on January 20, 1997 lifted the moratorium on these licenses and requires Council 10 set fees for licenses by resolution. In the future, Council will review Title 5 lees as part or the a~nual budget process. The fees for a massage the rapy clinic or therapist license are not being changed from previous levels, but an addltional application fee Is being added to cover adm inistrative costs .
