WHEREAS, the City Council of the City of Englewood, Colorado hos amended the Fnglowood Municipal Code with the passage ofC.B. 22, Series of 1997, by del eting the reference to license fees; and WHEREAS, license fees are more ap propriately set by Coun,il resoluti1>11 on an a nnu al basis; and WHEREAS , this resol ution establishes lic ense fee s fer Purchaser of Valuable Articles Licen1ea; r,;ow , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EKGLEWOOD, COLORADO, THAT: SiK:tilm.l. For example, a purchaser of val uab le articles license holder ~nd a pawnbroker would be required to pay nn addition al pawnbrokers license and application fee, but not an additional background check fe e. Establishing fees by resolution Is required by Title 5, Chapter 1. At the May 6, 1996 study session , staff discussed Ille proposed moratorium with the City Council. On June 3, 1996 , the City Council read and passed Ordinance 25, Series of 1996 on final reading . This Ordinance establl.shed the moratortum to run frarn June 10, ,_to December 10, 1998. Council adopted Ordinance 55, Series of 1996 extending the morat orium until April , 1997. On February 18, 1997, City Council approved on first reading a bill for an ordinance extending the mCITlllorium u•.lil July 10, 1997. Council approved on firsl reading this new license under Trtle 5, Chapter 23 off 1he City Co-le on March 17, 1997. RECOMMENDED ACTION Staff recommends City Council approve th is resoluHl!m. BACKGROUND, ANALYSIS, AND AL TERNA T1VES IOEHTIFIED Fees have not been changed frum previously establilhed levels . A fee for baekground checks and the applicat ion has been added . Fees are set by resoluliloll to allow City Counr.il flexibility in reviewing and setting fees . No alternatives were Identified . FINANCIAL IMPACT No fees were collected for these licenses in 1996 -hese fees are in addition to any other license fees .
