COLORADO , ENTITLED 'THE 1979 COMPREHENSIVE PLAN (MASTER PLAN)"_ WHEREAS, Article VIII, Part II, Section 58, of the City of Englewood Home Rule Chut.er, requires the Planning and Zonin1: Co ,,,missi on of the City of Englewood to prepare ud s u bmit to the City Council of the City of Englewood, for Council's approval , a Maater Plan and current modifications thereof, for the ph, sical develo pm ent of the City of Engl.,.ood; and WHEREAS, the Englewood ">ity Council recognizes the importance of the South Broadway commercial corri dor to the economic health and community pride of Englewood; and WHEREAS , Englewood en courage& bu si ness and neig hborhoods to participate in revitalizing South Broadway and in that effort conducted a series of meetings in wlrich neighborhoods an d businesses contributed their ideas, suggestions and support for revitalizing South Broadway; and WHEREAS , the Planning Commission has held public hearings upon the South Broadway Acti on Plan of 1997 ; and WHEREAS , South Broadw ay Action Plan of 1997 policies are con sistent with the Co mprehensive Plan for th e City of Englewoo d; and WHEREAS , the Plannin g and Zoning Co mmi ssion of I.h e City of Englewood h as approved and adopted the hereinabov e refe rred to South Broadway Action Plan of 1997 a:,d s ubmits the same to th • City Council for approval ; and WHEREAS , this is n fi rst step to enable the City to am end the Comprehensive Zoning Ordinance fo r the SoutJ1 Broadway Corridor ; NO W, THEREFORE , BE IT RESOLVED BY THE CITY CO UNCIL OF THE CITY OF ENGLEWOOD , COLORADO, that the co ncepts, strotegics and ac ti on s. as defined in the South Broadway Acti on Plan of 1997 , attached h ereto as Exrubit A, are approved and adcpted as a n amendm en t to "The 1979 Co mprehensive Plan (Ma s ter Pl an )." The South Broadway Action Plan expands on Ille vision of ~•s 1979 Comprehensive • Plan that identified the potential for revitalization of the Dowawwn portion of Broadway. The South Broadway Action Plan 1997 suggests creating three new dislricts each with a unique identity but also including elements unifying all of the Englewood di.strias. The Piao recom- mends creation of development standards thal r~otribute to area cluracu:r as well as enforcing existing regulations equitably and worlcing , JUSinesses to miliple their impacts on adjacent busineases and n:sidenccs to improve South Broadway. Legal Revi~w The City Attorney's Office bas ~!tended the meetings and reviewed die draft South Broadway Action Plan . Planning Ccmmissior Action Englewood's Plannini; and Zoning Commission accepted public aJIIIIIIClllS on the Plan during three public hearings, provided direction to staff, and reviewed each of three successive drafts of the South Broadway Action Plan . After considering the testimoay and reading the revised South Broadway Action Plan, the Commission unanimously appro~ the Pl an. FINANCIAL IMPACf; The South Broadway Action Plan : Concepts , Strategies , and Aaiam irsclf bas uo fina11e1al im- pact. The Plan is a policy document that guides other actions that cou ld ha ve furure f.nancial • implicati ons. The se future implications requiie an on-going COIDIIllmity discussion each Action ste p. Installing pedestrian amenities , constructing landscaped IIICldims , de ve loping civic fea- tures , and providing technical assistance for facade renovations would all have financial im- pact. There are also on-going financial impacts with ass igning mff ;o 'the South Broadway Ac- ti on Plan acti vities such as encou rag in g business associations and mncting neighborhood serving businesse~.
