MANAGERIAL, SUPERVISORY, CONFIDENTIAL, UNCLASSIFIED AND PART-TIME
BENEFITS-E'LIGIBLE l!lMPLOYEES OF THE ClTY OF ENu LEWOOD FOR THE i'EAR

WHEREAS, by Charter amendmen t effective April 13, 1981 , City Council provided for the
establishment of oan1idmtial employees within the service of the City of Englewood ; and
WHEREAS, by.,,..... of the duties assigned to these positions by the Ci ty Manage r , it haB
been determioed that Ibey are confidential and therefore the City makee no promise of
continuoUB employmein. permanent employment or any specific length of employment and
these employees are ~{Jre excluded from membership, participation or representation in
any collectively bargaine l employee system of the City of Englewood and are exempt from the

WHEREAS, the Englewood Uunicipal Code, Section 3-1-3 provi des ft r the esta blishment of
uncl assi fied em::,loyees within the service of the C'ity of Englewood ; and
WHErEAS, by ~ of the aervice status of empl oyees determioed to be unclassified,
benefits-,,ligibl e e.m plO}..,.., it bas been determioed t hat the City makes no promise of
cont;inuous empl oyment, perman ent employment or any specifi c length of empl oyment and
these e mployees are therefore exclud ed from membership, participation or rep resentation in
any co llective ly bargirined em ployee system of t he City of Englewood and are exempt fr om the
Caree r Servi:e Systec.; an d
WHEREAS, part-r=ie benefits-,,li gible empl oyees are defined to be t hose workin g an
average of20 or more hours per week over a 12 month period with no break in servic e; and
WHEREAS , the Cjry makes :10 promise of continuous employment, permanent e mployment
or any specific length af em ploym ent and these employees are therefore excl ud ed fr om
me mbership, particip::atioo r,r representatio n in any collective ly bargained e mpl oyee system of
the City of Englewood and J.re exempt f :om the Career Service System; and
WHEREAS. tlu s Resolution would not app ly to th e City Manager, the City Atto m tv and the
Municipal Coun .!'.J dg'E wh o are compecsa1 ed by the City Cour.:il under separate resolu tions;
and
WHEREAS , this ?..tSolution would ap ply to Directors whose compensation is normally set by
the City Manager; a.c.d
WHEREAS, this Resolution would not apply to employeee <OYertd iby a union in the City of
Englewood as they aro compenaated by contract under separate ,...,luti<111; and
WHEREAS, under the Compensation Plans for directors, ~al, supervisory,
confidential, unclaaaified and part-time benefits-eligible employ-City Council desires to
establish the pay rates for the year 1998;
NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLCWOOD, COLORADO, THAT:
~-The City Council of the City of Enclewood , Colorado hereby approves the following
pay increases on the 1997 base wage rate effective for the first pay,:heck in 1998 with a pay date
of January 8, 1998, for the calendar year of 1998 :
1) Directors, managerial, supervisory, and confidential employees of the City of
Englewood -3 .4%.
2) Unclassified benefits eligible and part-time beoefil>eficil,le employees of the City
of Englewood -3 .25%.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
Council previously approved reso lutions in 1996 granting wage increases in 1997 of 3.5% on
the 1996 base wage rate effective January 1, 1997. Th e 1997 COLA covered all employee
groups set forth below with th e exce ption of Directors.
RECOMMENDED ACTION
Staff requests Council approval of th e attached resolution for cost of living (COLA) wage
increases for calendar yea r 1998 for the fo ll owi ng gro ups of em p loyees:
Directors
Managerial and supervisory employees (General Serv ices, Police and Fire)
Confiden ti a l employees
Part-time, benefi t-e li gib le employees
L'nclassified, benefit-e li gible e mpl oyees

The increase will be effective for the first paycheck in 1998 with a pay dnte of January 8, 1998.
The increas e in item 1 is based on the projected consumer price index for Denver-Boulder
(C PI-U). The latest rate published by the State of Colorado, Office of State Planning and
Budgeting for 1998, is 3.4%. The inclusion of Directors in the 1998 LOLA is a result of the City
Manager vacancy since July, 1997. Director salaries are r,.;,n.-,ally est?.blished by the City
Manager.
The increase in item 2 above is comparable to the 3.25% increase being given lo the Englewood
Employees Association and the 3.30% for the Englewood Police Benefit Association.
FINANCIAL IMPACT
The projected impact of the COLA on wages and benefits impacted by wages for 1998, is
approximately$ 254,700 , as follows:

-Fire $ 16,700
Confidential employees $ 40,700
Part-tim e, benefit-eli gible employees $ 23 ,600
