WHEREAS, Englewood City Council has approved CDBG applications .;, .. ,e 1 !J'/'.' • n o approved the •xecut'ion of an Intergovernmental Agreement with the pauag,, ,:-: VM:..:;J,ce No . 37 , Series of 1991 covering the City's participation in the Arapahoe Count} _'l)ll{; Entitlement Progn1a for funding years 1992 through 1994 ; and WHEREAS, the Englewood City Council approved passage of Ordinance No. 39, Series of 1994, authorizing the execution of an Intergovernmental Agreement betweom the City of Englewood and Arapahoe County coverin& participation in the Arapahoe Coa:,ty CDBG Entitlement Program as extended by Amendment No. 1, for funding yean 1998 through 2000; and WP.EREAS, the Arapahoe County Community De ve lopment Block Grant Program provides grants to participating municipalities to meet housing and a,mmuaity development needs; and WHEREAS , to compete in the Arap,~oe Cou,ty Community Development Block Grant Program, local governments must submti u11 application; and WHEREAS, the City of Englewood has r eceived a notice of fund availabiliry: and WHEREAS, the Housin g Authority of the City of Englewood , Colorado desire,, to apply for these funds through the Arapahoe County 1998 Community Deve lopment Bladt Grant to fund the Hou sing Rehabilitation Program, The Broadway Corridor Project :uid assist with th e funding for t he Family Self Sufficiency Program in the City of Englev.-..:<d; NOW, THEREFORE, BE !T RESOLVED BY THE CITY COUNC IL OF Tiffi CITY OF ENGLEWOOD, COLORADO, THAT: Sl:mlm...l . In add ition , the City Council approved the execution of an Intergovernmental Agreement between the City al Englewood and Arapahoe County by passage of Ordinarnce 1139, Series of 1994 covering the participation in th e Arapahoe County CDBG EntiUement Prog that was extended by Am~ndment No . One for funding years 1998 through 2000. • RECOMMENDED ACTION • Slaff seeks Council support !or a resolution to apply fo r a 1998 !Community Development Block Grant (CDBG ). Funding levels for 1998 "re not yet available , but is anticipated that the fundinl) level will be close to the 1997 CDBG award , which was $215,000. BACKGROUND , ANALYSIS, AND ALTE RNATIVES IDENTIFIEI The Fede ral CDBG Program consists of the lollowing o bjectives: The Entitlement Prograrr J ·ovid es grant s lo unitti of local government and urban counties to meet housing and community •Jeve lo pm cnt ne eds. The primary 001eaive of the program is the development of vi able urban communities by : 1) providing dece1" housing and a suitable living ervironment ; and 2) expanding economic opportunities, principally for persons of low-and moderata income. The object ive of the Program is achieved through a program aeveloped by the local govern ment which is desig ned to give ma xi mum priority to those activities which w•ill benefit low-and moderate-inco me famil ie s or which will aid in the ;i revenlion or elimination of slum or bl ight. T he request fo r funds may also inc lud e activities which are designed to me et othe r urgent deve lo pment needs in the commu nity which pose a serious an d im mediate lhreRt to the health or weJra.re of r.,e co mm unity if other fi nanc ial resour ces are not av ai lable . Th e activities that will be st serve the obj ectives of the program will be determined by the local government. Funds, which are 'll)propriated annually by the Congress for this program, are allocated by statuto,1 formula lo each e-,,tlament area . Arapaho• County.la en approWd entitlement area. The grant funds • are distributed on a formula basis to participating clttes within Arapahoe County. In order to recelvejunds from the 1998 Arapahoe County CDBG Program, the local government must SIJ>mit an appilc;itlon . Since tl]a program is noncompetitive, the County will evaluate Iha applications based on compllanca with the Natlonal Objectives. The l,.sg,I Program Objoctiyes : For fiscal year 1998, a multi-project CDBG application ', oeing proposF.d. Funds are bei ng requested to support the City's continuing Housing Rehabilitation Project and the Broadway Corridor Project and also to provide funds for the Family Self Sufficiency Program sponsored by the Englewood Housing Authority with the following estimated amounts : 1) $155 ,000 to rehabilitate 12 low-Income housing units scattered throughout the City and to provide direct monitoring of those projects; 2) $50 ,00 0 to demolish and rebuild 1 low-income housing unit in the Broadway Corri- dor Project area; 3) $10 ,000 to support Family Sel f Sufficiency Funding will allow the cont:nuation of the Housing Rehabilitation and Broadway Corridor Projects , and will assist with th e funding for the Family Self Sufficiency Program sponsored by the Englewood Housing Authority . FINANCIAL IMPACT The existing employees in the Housing DMsion are available to administer the program , and the ir salaries and benefits are part of the City's contribution toward funding the Housing Rehabilitat ion and Broadway Corridor Projects . The City will utilize a portion of II,e CDBG funding (estimate $15 ,000) to part ially off -set the cost of those salaries and benefits . UST OF ATTACHMENTS Proposed Resolution • •
