WHEREAS, the lsnglewood Public Library bas sponsored a "Food for Fines" pro,iram during the November/December holidays for the past seven yean; and WHEREAS, the "Food for Fine•" program allows pal:rona with overdue fines to "pay" them off through the donation of non-perishable food · items; and ~REAS, the food items are then forw&ded to the InterFailh Task Force for dis tribution to financially disadvantsged familiea in the Englewood area; and WHEREAS, the program is a benerit to the community in that the disadvantaged are assisted and the air cl eared with respect to fin .. and the City rece iving its library materials back ; NOW , THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, THAT: ~-The Englewood City Council hereby authorizes the Englewood Public Library implemontation of the annual "Food For Flnea" program from November 18, 1997 tbrourb December 19, 1997 . The "Food For Flnea" will then be forwanJed to the Inter Faith Tut Force for distribution to financially disadvantaged families in the Englewood area. Dl•~ctor of Library Services COUNCIL GOAL AND PREYIOUS COUNCIL ACTION The Library has sponsored ttiis program for the past seven years, and each year the City ;ouncil has voiced their support of the program. RECOMMENDED ACTION The Library Department recommends City Council approval of a Resolution authorizing the Library Department to implement its arnual 'Food for Fines" program from Tuesday, November 18 through Friday, December 19, 1997. BACKGROUND, ANALYsas, AND ALTERNATIVES IDENTIFIED For the past seven years . the Englewood Public Library has sponsored its "Food for Fines ' program during the November/D8C1!mber holidays. This annual program al 1Jws patrons with overdue fines to "pay" them off through the donation of non-perishable food Items, e.g. one food Item cancels out the late charges (not lost or damaged charges) on one overdue Item. Food itt .. 1s r.iust be presented to the Library Slaff al either the Circulation Desk or at the BookmobHe in order for the lines to be cleared lrom the pat ron 's compute· record. The collected lood items are then forwarded to lnlerFaith Task Force for di stribut io n to finanoally disadvantaged familie s in the Englewood area. This program has been warmly received by the ptJDlic since its inception. Besides providing resources to needy families in this commu,1ity , the program oresents a pos itive image of the Library and the City, :.e. a "win-win" situation for everyone il'!VOM!d. The 1997 program will run for five weeks. FINANCIAL IMPACT The Library averages S 1,2QO-S1 ,500 per month in col/ected "late fines" (i.e. charges on boc-'1 and other items returned past their due date) which go bach into the City's Gen eral Fund . During the month of December for thE past few years, this amount of overdue fines has dropped to an average of $800-$1,000 , no doubt in response to the "Food for Fines" program . This most likely means that the City will again lose $400-5600 in overdue charges during this yea~s "Food for Fines" program . LIST OF ATTACHMEIIITS Resolution • • •
