WHEREAS, the City finds, determines and declares that conaidering the nature of the temporary employment services and the relationship of such a business to the munici pal welfare, the relationabip thereto to the expenditures required of the City and all other mattenJ properly to be considered in re:;,tion thereto, the claBBification of such business aa a !k'l par,.te type of business or occupation requiring separate fees is reasonable, proper, uniform , nondiscriminatory, and necessary for a juat and proper distribution of costs for City services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO , THAT: ~-A nonrefundable application fee in the amount of one hundred dollars ($100.00) is eatabliabed for each applicant applying for a Temporary Employment Services Lic en se to operate witrun the City of Englewood . All cemporary employment service businesses O!)l!r&ting in •he City of Englewood, Colorado at the ti'lle that this R .. olution i 1 adopted shall not be required to pay the initial application ~: •. ~-A nonrefundable fee in the amount of twenty-five dollars ($25 .00) for filing an amendmen t to the application is hereby established. ~-An annual license fee for temporary employment service businesses authorized to do business within the City of Englewood, Colorado, of fifty dollars ($50.00) is h ereby established. All temporary employment and day labor agencies operating in the City of Englewood, Colorado at the time that this Resolution is adopted shall be required to obtain a license and pay the initial application fee within thirty (30) days from the d b.> tbi ,, Resolution becomes effective. Th is resolution sets the fees for initial licensing ($100), annual licensing ($50), and license amendments ($25). • The City Council has set goals of improving the business and residential quality of life in the City. The se fees will help offset the cost of admin istrating .the license that registers temporary employment agencies in the City . RECOMMENDED ACTION Staff recommends City Council approve this resolution establish ing fees for licensing temporary employment agencies in the City of Englewood . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The City of Englewood currently does not li cense or regulate temporary employment agencies . The ordinance establish ing a license was read on second reading April 15 , 1996. Th is ordinance allows the City Council to set fees for temporary employment agency licenses by resolution . FINANCIAL IMPACT The fees are se t at $100 for the initial licensa, $50 for the annual license , and $25 for amendments to the license . The City will collect an est imated $500 to $1,500 in initial fees , and $250 to $750 in annual fees . The amount of fees co llect for amendments has not been estimated at th is time , but it will be a minor amount.
