A RESOLUI'ION AMENDING THE APPROVED 19116 BUDGET A ID APPROPRIATING

WHEBEAS, the City Council of the City of Elllllewoocl, Colorado, delires to make certain
changes to the 1996 Annual Budpt which were unforeseen whm the original. 1996 Budget
was adophd;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT:

RECOMMENDED ACTION
Staff recommends the City Council approve the attached resolution tr?.nsferring funds from the General Fund to the Capital
Projects Fund and appropriating funds tor Santa Fe landscaping . When the 1996 Budget wes passed , the need for these
addittonal funds was not anticipat ed before 1gg7, Tha Public Works Department has entered into an 1grHm1nt with the
Colorodo Department of Tron1portlltion (COOT) that would •l!ow Englewood to apply $500,000 lo lllnd1c.1plng along Santo
Fe in 1996, lnstNd of to previously ag,-i COOT projocts (~avajo truck route). Under this scenano, the landscaping can be
accomplished in late 1996. Without this trade of committment, the H r1i est C001' would conslrucl $530,000 In landscepmg
improvements would be late 1997 or 1998 These landscape improvements are considered an Important step in the City's
efforts to enha nce Santa Fe Drive.

The City of EnglBWOod is required by City Charter to ensure that expenditures do not exceed legally adopted appropriations.
The attached re !.olution Appropriates funds to ensure that the City or Englewood complies with lega l restrictions govern ing
loca l budgeting No other alternatives were tdentified
FINANCIAL IMPACT
The appropri ations will red uce the General Fund unreserved fund ba la nce by $500,000 . Assessments for Paving District
Number 35 (Navajo street) will recover approximately $520,000 ove r a ten year period

Dear Ray:
We have been di sc ussing restructuring financial commitments between COOT and Englewood for some time .
You previously indicated that a letter, requesting a change in commitment , is needed fiom the City in order to
proceed with formalizing a restructuring .
The applicable agreements appear to be NH 0853-018 Windermere, Belleview-North, and STA 085-2(~6 )
Enhancements in Santa Fe Corridor. The NH contn1et commits th e City of Englewood to contribute $500NO
toward constructi on of improvements to Windermere, Belleview-Nonh . The STA contract commits COOT to
fund landscape enhancements along Santa Fo in an am ount "to be detem,;ned". COOT has since indicated that
they are ·:·illing to co mmit a maximum of $500,000 toward these enhancements.
Th is lener proposes that COOT release Englewood from its $500,000 commitment on the NH contract and
Englewood release COOT from its $500 ,000 commitment on the STA contract . Englewood , along with the
other Tri-Ci ties participants of Sheridan and Linleton , will apply Engltwood 's $5 00,000 to enhancements
along Santa Fe in general conformance with plans be ing prepared by COOT's consultant, DeLeuw Cathe r.
We also request th at you auth ori ze your consultant, DeLeuw Cather, to finalize plans for all landscape
improvements currentl y under design regardless of the estimated total construction cost .
