HomeMy WebLinkAbout1996 Resolution No. 077• RESOLUTION NO. !ll SERIES OF 1996 • • A RESOLUTION BY THE CITY OF ENGLEWOOD AUTHO!UZING THE HOUSING AUTHORITY OF THE CITY OF ENGLEWOOD, COLORADO TO FILE AN APPLICATION WITH ARAPAHOE COUNTY FOR A 1997 COMMUNITY DEVELOPMENT BLOCK GRANT TO FUND THE HOUSING REHABILITATION PROGRAM , THE BROADWAY CORRIDOR PROJECT AND ASSIST WITH THE FUNDING FOR THE FAMILY SELF SUFFICIENCY PROGRAM . WHEREAS, Englewood City Council bas approved CDBG applications since 1977. and •pproved the execution of an Intergovernmental Agreement with the passage of Ordinance No. 37, Serio• of 1991 covering the City's participation in the Arapahoe County CDBG Entitlement Program for funding yean 1992 through 1994; antl WHEREAS, the Englewood City Council approved passage of Ordinance No . 39, Series of 1994, authorizing the ezecution of an Intergovernmental Agreement between I.be City of Englewood and Arapahoe County covering participation in the Arapahoe County CDBG Entitlement Program for funding years 1995 through 1997; and WHEREAS, the Arapahoe County Community Development Block Grant Program pro,-ides grants to participating municipalities to meet housing and community development needs; and WHEREAS, to compete in the Arapahoe County Community Development Block Grant Program, local governments must submit an application ; and WHEREAS, the City of Englewood has received a notice of fund availability; and WHEREAS, the Housing Authority of the City of Englewood, Colorado desires to apply for these funds through the Arapahoe County 1997 Community Development Bl ock Grant to fund the Housing Rehabilitation Program; The Broadway Corridor Project and assist with the funding for the Family Self Sufficiency Program in the City of En glewood ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY courr-:1L F THE CITY OF ENGLEWOOD, COLORADO , THAT: ~-The Housing Authority of the City of Englewood , Co lorado is hereby authorized to fil e an application for a n Arapahoe County 1997 Co mmunity Developm ent Block Grant to fund the Hous ing Rehabilitation Program, the Broadway Corridor Project and assist with the funding for the Family Self Sufficiency Program in and for the City of Englewood . ~ The Mayor Pro Tem and City Clerk .-• authorized to sign and atteot all necessary form., documents, assurances and certiucations for the Community Development Block Grant for and on behalf of the City Council and the City of Englewood . Description of the project: The Housing Reh_ab1 1 '::at ion Project provides affordable rehabilitation loans to l ow anc! !l'Oderate income homeowners scattered throuqhout the City of Eng lewoa,'.\. CDl!G funds are blended with monies provitl ~•> by a bank consortiu"' ti.r ough a line of credit to make below marke t -~ ·~,terest rate loan~ for up to a 20-year term. The interest rate cou.\•' be as low as zero percent depending upon the income of the family. Th-1 program enables low and modera t e income families to live in safe, sanitary and decent housing uni ts that meet o r exceed the Section 8 Ex isting Housing Qt1<clity Standards. A. General project goals: To rehabilitate 15 sin gle family residences for low or mo derate income families within the Cit y of Englewood. B. Quan tifiable performance standaids: To reduce substandard housing by 1%. c. Explain how the project has been coordinated with any local community development planning process or other agenci es, as wel l as an y citizen participation that took place in the development of the project . Housing (d ev elopment and /or ehabilitation) i s one of the top five prior;ties of the Englewood City Council. D. Describe how the proj~ct will be implemented, including other entities or subcontracts that will be involved. The Housing Rehabilitation program i s a c ontinu ing program which began in 1977. The addit ional funciing will s erve to continue the existina program . Policies and procedures are alreadv in place and the program will by handled by e xisting staff. No subcontracts or other en tities will be involved. General advertising for the rehab program will be done to encourage the part i cipation of miu ority and wome n-owned business enterprises !hrough articles and announc-ts in newspapers of general circ\\lation. Even though a waiting list currently exists, articles and news stories will be placed the Englewood Herald and the Englewood Citizen advertising the availability of the Rehab Proqram. Loans will be available to finance the necessary work i terns. The terms of the loan will vary from a zero percent deferred loan to a blended ra~e loan amortized up to a rnaximllln of 20 years . All loans will be secured by a lien filed on the prope:ty. All units will meet the Section 8 Existing Housing Quality Standards upon completion of the rehab. The following is the work priority order: l) life threatening or s afety problems; 2) handicap retrofit ; 3) energy conse::vation; 41 elimination of po t ential code problems ; and 5) general property improvements (GPI). GPI cannot be financed with CDBG funds. Applications will be taken on a firs t -come, _first-served basis with priority given co emergency situations. Initial e ligibility and wo rk specifications will be determined and prepared i.Jv ex i sting housing division staff. Loan aporoval will be handled bv the Rehab Loan Cor.unit tee made up of 3 non-staff persons. One member is apoointed by the Englewood Housing Authority Board of Directors; one member is appoi nted by the bank consortium; and, one member is appo i nted by the Mayor. Lean closings and c:o nstruction monitor ing will be handled bv staff . Const:ruction funds will be disbursed from individual con5truction escrow accounts held at one of the banks within the consortium. The homeowner will !.ave an apptoved contract with an eligi ble contractor foll owing al l normal contract procedures. Funds are disbursed to the contractor after an inspection is made and accepted by the homeowner, Ci\.y Building Dept ., and the Housing Construction Specialist for t:he EHA. No funds are advanced co the contractor . No mo re than 80% of the funds aporov ed f or work items will be disbursed. In addition , the City Council approve(! the execution of an Intergovernmental Agreement between the City of Englewood and Arapahoe County by passage of Ordinance #39, Series of 1994 covering the participation in the Arapahoe County CDBG Entitlement Program for funding years 1995 through 1997 . RECOMMENDED ACTION; Staff seeks Council suppon for a resolution to apply for a 1997 Community Development Block Grant (CDBG). Funding l~vels for 1997 are not yet available, but it is anticipated that the funding level will be close to the 1996 CDBG award , which was $215,791. BACKGROUND. The primary objective of the program is the devel- opment of viable urban communities by : I) providing decent housing and a suital>le living environment ; and 2) expanding economic opponunities, principally for persons of low-and moderate in com e . Funds are being re- quested to suppon the City's continuing Housing Rehabilitation Pr:>ject and the Broadway Corridor Project and also to provide fund s for the Family Self Sufficiency Program sponsored by the Engle- wood Housing Authority with the following estimated an . ·•: I) $150 ,000 to rehabilitate 15 low-income housina units scattered throu&hout the City ; 2) $50 ,000 to demolish and rebuild I low-income housina unit in the Broadway Corri- dor Project area ; 3) $10 ,000 to suppon Family Self Sufficiency 4) $40 ,000 for direct monitoring and general administratio n. Funding will allow the oontinuatio n of the Housing Rehabilitation and Broadway Corridor Project s, and will assist with the funding for th e Family Self Sufficiency Program sponsored by the Engle- wood Housing Authority. FINANCIAL IMPACT: The existing employees in the Housing Division are available to administe r the proaram, and their salaries and benefits are pan of th e City's contribution toward funding the Housing Rehabilitation and Br oadway Corridor Projects .
