HomeMy WebLinkAbout1996 Resolution No. 097• • • RESOLUTION NO . 9.j_ SERIES OF 1996 A RESOLUTION APPROVING COMPENSATION PLANS FOR MANAGERIAL, SUPERVISORY, CONFIDENTIAL, UNCLASSIFIED AND PART-TIME BENEFITS- ELIGTBLE EMPLOYEES OF THE CITY OF ENGLEWOOD FOR THE YEAR 1997 . WHEREAS, by Ch l\rter amendment effective April 13 , 1981 , City Council provided for the establishment of managerial and supervisory employ ees within the service of the City of Englewood; and WHEREAS, by virtue of managerial and aupcrvi,.,ry duties assigned to these poeitions by the City Manager, it has been determined that they are excluded from membenwp, partic ip ation or re presentation in any collectively bargained employe e system of the City of Englewood; and WHEREAS, by Charter amendment effective April 13, 1981 , City Council pro,;ded for the establishment of confidential employees within the <ervice of the City of Englewood; and WHEREAS, by virtue of the duties ass igned to these positions by the City Manager, it hos been determined that they are oodidential 11nd therefore the City makeo no promise of co ntinuous employment, 1>Jn11anent emp loyment or any specific length of employment and these employees are therefore excluded fr om membership, participation or representation in any co ll ectively bargained employee system of the City of Englewood and are exem:,t from the Career Servi ce System; and WHEREAS, the Englewood Municipal Code, Section 3-1-3 pro,;des for the establiahment of unclassified employees wi thin the service of the City of Englewood ; and WHEREAS, by virtue of the service status of employees determined to be unclassified, benefits-eligi ble employees, it has been determined thot the City makes no promise of continuous employment, permanent employment or ar.1y specific length of emp loyment and these employees are thr ,._ --e excluded fr om membership, participation or representation in any collectively bargain -..,p]oyee system of the City of Englewood and are exe mpt from the Career Service System; WHEREAS . part-time benefits-eligib le employees are de,:ned to be tl,ose working an ave rage of 20 or more ht:urs per week over a 12 month period Wlth no break in service; and WHEREAS, the City makes no promise cif continuous e mployment, permanent empl oym e nt or any specific length of employru e nl n.nd these empl oyees are therefo re '"'xcl:.1ded from me mbership , participation or represe ntati on in any co llective ly bargained employee system of the City of En gl ewood and are exe mpt from the Ca reer Service System; and \Vfu:.REAS , thi s Reso lution would not ap ply to th e C,ty Manag .:, the City Attorney and the :\iunicipal Cou rt Jud ge who are compensated by th e City Council und er separ3tc resolutions; a nd W HEREAS, this Resol ution would not apply Directors wh ose co m:· ..'nsati on is set Ly the Cit y :\1 anagcr: and WHEREAS . thi s Resol ution wou ld not apply to e mployees covert:d by a uni on in th e City of Eng lewcod as they arc compen sa ted by co ntract under sepnrnt e resolutions ; and ., WHEREAS, under the Compensation Plans for managerial, supervisory, confidential, • wiclassified and part-time benefits-eligible employees, City Council desires to establ'sh the pay rates for the year 1&97; NOW, T':IEREFORE, BE IT RES'lLVED BY THE CITY COUNC IL OF THE CITY OF ENGLEW<JOD, COLORADO , THA'.': ~-The City Council of the City of Englew ood, Colo rado hereby approves the pay increase of 3.5% on the 1996 base wag,, rate effective for tilC firat paycheck in 1997 with o pay date of January 9, 1997, for manag,,rial, supervisory , confidential, unclassified benefits eligible employees and part-time benefilB-eligible employees of the City of Englewood for tho calendar year 1997 . RECOMMENDED ACTlON Staff ttquests Council approval of tho attached resolution for cost of living (COLA) wage increases for calendar year 1997 for the fo llowing groups of employees: Man.agerial and superwisory emoloyees {Genttal Services, Police and Fire} Confidential employees Part-time, benefit-e ligible employees Unclassified, benefiHoligib le employees BACKGROUND, ANALYSIS, AND ALTERNATIVES lDENTIFlED Employ~ covered by this resolution will receive a three and one--half percent (3.5%) in crease o n the 1996 hue wage rate. The increase will be effective for the first pa ycheck in 1997 with a pay date of January 9, 1997.
