(BASS ) of No rth Little Rock , Ar kansas, has labora t ory-tested and fie ld-tested this product, and City staff has evaluated the abilities of thi s company in placing Microsurfacing, and has di scussed their work quali ty and product q uality with other governmental agencies wh ich have had years of experience \Vith this company; and \\liEREAS, BASS, In c. has now placed n total oi 1,300,000 square yards (approxi mately 66 mil es of roadway) in the City of Englewood over a period of 8 years; and \',liEREAS , Section 116 (b) of the Englewood Home Rule Charter and Section 4-1·3·1, Engiewood Mu nici pal Code 19 85, all ow contrac ts fo r pu blic wo rk s or improvements to be negotiated, provide d th at contracts for which no competitive bids have bee n req uested have been app roved by resoiutio n wh ic h shall declare the reason for exceptio n to the competitive bidd ing requi reme nt; :\'OW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF TH E CITY OF E:\'GLEWOOD, CO LORAD O, TH AT : ~. (BASS), of North Little Rock, Ar1<ansas , for Englewood's 1995 Micro-surtacing Program . BACKGROUND , ANALYSIS, AND ALTERNATIVES IDENTIFIED The annual Public Improvement Fund allocation for contract street maintenance . primarily slurry seal and m1cro- surfacing , has averaged $281 ,000 since 1987. For the past eight years , the City has negotiated with BASS , Inc . to construct our slurry and micrc-surtacing programs . BASS has nnw placed a total of 1,300,000 square yards of our design products (approx ima tely 530 blocks or 66 miles of roadw.,y). Bids for standard slurry in the metro area , with local contractors arid lower qua lity components than our specrlications (approximately 6 hour traffic times), sho uld ran ~e fmm $0.7 5 to $1 .00 per square yard in 1995. Quici< set slurries (2 to 3 hour traffic times) will li kely bid at $0.95 to S1 .15 per square yard. A competitive bid for a micro-surtacing demonstration project in 1993, in the C,!y of Littleton , was in the $1 .65 per square yard range . 'Mth our specified quality emuls ion , aggregate , and application equipmen~ our comparable coverage ,cosl in 1993 and 1994 was $1 .20 per square yard . Additicna l material for rut filling and surtace leve ling raised our total apptication costs lo approximately $1 .50 per square yard . Staff continue s to mon ilor slurry sea l and micro-surtacing activities in th e metro area . l"he wo rkma nsh ip of BASS . parocu ldrly with mlcro-surtac ing , appears to remain _supelior. Much incons istency exists In the mix designs used by others In the metro area , although many juri sdicbons are again requiring the gray granite aggregate that we have recommended and spe cified since 19 87. Many other user agencies continue to modify the ir specifications , suggesting that th ey are still experimenting and not complete ly satisfied with earlier prod ucts . Most micro- surtacing products placed by others during 1992 and 1993 appear at this time to be ach ieving only marginally satisfactory resu lts ; we hav e noted areas of localized fa ilure . It appears that most user agencie s are now se ttlin g for standard slurry produc ts instead of micro-surtacing . Th is can be partia lly attri buted to loca l contractors recomme nding and se lecting lower priced , lessor quality, components unde r co mpe ti tive bid cond ibon s. Also , most slurry products will tend to be more user friendly during constru ction tha n micro surtacing . Rememb er, micro -surtacing has construction advan ta ge s over slurries in that 11 can be uSf'd for rut filling and leveling in addition to providing the surface seal and new weari"9 surface that Is oblained with standard slurry applications . Througt,c,ut our eight year experience ,.ith "Englewood" slurry , micro-surfac ing , and BASS , Inc .. citizen response con tin ues lo only question our not lnclu<l lng more streets In our annual micro-surfacing programs . Minimal inconven ience during construction , (our traffic ready times have rema ined under 2 hours) and product quality appears to meet the expectation of our citizenry . The extended pavement longevity from slurry and micro- surfacing applications continues to look promising . Staff Is satisfied with our product's perfomnance lo date . We are particularly pleased wr.h perfomnance on our local service streets . Staff introduced "Englewooa " "11cro-surfacing In 1991 . Ou r objective was to develop a maintenance alternative to address the ma inten ance needs of ,uadways subjected to excessive traffic volumes resulting in pavement rutting and lanes requ iring leveling treatnv,nts along with new wearing courses and s1 iace sea ls. BASS , Inc., has successfully constru cted micro-surfa ci ng on se lected arterials , collectors , industr ial and local service streets in our 199 1, 1992, 1993 and 1994 micro-surfa ci ng programs . Micro-surfacing requ ires highly specialized r.onstruction eq ·pment From our last four years ' experience , we know that the use of continuous rr,icro-surfacing equipment prod uces a superior product compared to tha t applied with truck mounted type machines . Conti nuous equ ipment provides consistency of application and minimizes seams by reducing equipment stops and starts . Truck mounted eq ipment was used in the construction of our earl ier slurry products . Continuous micro-surfacing equipment can ap ply standard slurry prod ucts . Standard slurry machines are r.ol capable of app lying micro-surfacing . The number of continuous micro-s urfacing machines continues to grow throL•gho ut the country . BASS . Inc ., owns and opera tes 2 of these mach in es . Vance Bros .. Inc . does have similar equ ipment in Kansas ar,d has estab lished a Denver office . However, the success of their 1993 Littleton micro-surfacing demonstrati on project was marginal. Additionally , Vance Bros . had some less than sa ti sfied slurry customers in 1994 and their key Co lorado coordinator may be leaving their employ sp nng . Expe rience with constructing our product is critica l. We will conlinue to mon itor the perfomnance of • Vance Bros . We may cons ider them for future years work , dapend in g upon their per formance on other projects . • lntemnountain Resarfaci ng, Inc. (IMR ) remains a player in the slurry market Englewood had a contract dispute · thi s company in 1986-1987. With truck mounted equipment the ir micro surfacing er.perience with the Colo rado Department of Transportation (COOT) vn Be llevi ew A·:enue was less than satisfactory . In an earlier COOT micro-surfac ing project on 1-25, in Pueblo , IMR sublet product application to another contractor, with very discourag ing results . Wh ile we will continue to mon itor the activtties of th is company , we have not been impressed with th eir perfonr.ance to date . Quality Resurfacing Company of Commerce City is the new player in town . This Company was established in 1994 , and the principa ls appear to have many years experience in the general paving Industry . This company has new tru ck mounted type equ ipment and tt appears that they successfully tacl<''d several standard slurry projects d nng th e 1994 season . They do not have continuous micro surfac ing equipmen t or experience placing our emperamental Englewood Micro-surfacing product. Also , many of their key employees came to them from IMR in 1993. These folks we re key players in the COOT micro-surfacing projects mentioned above. We will monitor the perfo nmance of this co mpany and may , depending on their work on other projects , wish to cons ider them for future years work in Fng lewood . e pre fer to use the experienced operators emp loyed by BASS , In c. BASS , Inc ., continues to be the on ly proven contractor ava ilable in our are a with demo nstrated success ful ,,pplications uti lizing the ERGON produ cts and mix des igns that we have developed , and that achi eve our des ired results . We have c.::ofidence that th is spec i~lized contractor, with whom we ha·,e eight vears of progress ive successful experience , can ~~•.omp ll sh our 1995 project lo our satisfaction In a timely and cost effective man ner . The equ ipme nt necessary to ac:omplish our 1995 proj ect is ava ilable in late May or early Jun e. Our 1995 micro-s urfacin g program will target local serv ice and minor coll ector streets . Slu rry seal is a single th icknes u application product Micro-s urfac ing has the ca pab ility of be ing app lied In whatever thick ness is necessary to address our • maintenance requirement Micro-surfacing Is used for rut filling and leveling a, well as for overall roadway sealing . In early years , chemical ma :,eup cau,ed a 17 seccnd break time with our mic.'o-surface specification . ModlficaUon in product chemistry in 1993 and 1994 Increased break time to about 40 seconds . ThiL greatly Improved the workabil ity of the mix while maintaining our ability to open streets to through traffic in 20 to 30 minutes , if required . Our des ign will continue to specify the quality gray grar.lte aggregate from Asphalt Paving Company , Golden , Co lorado . We will con tinu e to use the improved ERGON emuls ion , as deve loped for our 1993 and 1994 programs . FINA , ':IAL IMPACT $400 ,000 is 1vailable in the Publ ic Improvement Fund , Road and Bridge account fo r 1994. Pre li minary conversations with BASS , Inc. suggest a willingness to retum to Englewood in 1995 and construct micro-surfacin~ at a unit price slightly higher than last yea(s contract (S 152. 18 ~er ton). This increase, H yet undetem,ined . Is due to sig nifi cant increases In the price of aggregate and emuls ion . The 1991 contract was for 5280,000 (approximate ly 160,000 squ,1te yards or 60 blocks• $1.75 per square yard and included heavy app licati on rate on South Broadway). Fund ing for 1992 was limited to S260,000 for micro -surfacing (apµroximately 185,000 square yards or 70 blocks. S1 .41 per square yard). In 1993, we constructed approximately 201,000 square yards (7 6 blocks) at a cost of S305,000 • S1 .52 per square yard . In 1993, rut filling , surface leveling and slightly increased app lication rates , generated a higher per square construction cost than our 1992 experience. Our 1994 experience was aga in in the $1 .50 per square yard range , based upon 207,000 square yards of product and a contract price of S315 ,000. Th is cost rema ins in th e magnitude of 40% of the cost of aspha ltic concrete ove rtl'\y wh ile still all owing us to correct many of the irregula lities with in a structura lly sound roadway surface. Incre ases incurred in 1995 micr J-surfac in g con struction and mate rial costs will also be reflected in construction costs for asphaltic conc rete overtay s in 1995. • Fo r 1995 we are recommendin g a contract with BASS , Inc. for approximately 200,000 square yards of micro- surfac ing (80 bl oc ks • approx imately 1 O miles of Englewood streets). At a unit price sli gh tly higher to that negotiated in 1994, this wou ld result in a contract in the S320 ,000 range . The balance of fund ing in the 1995 Road and Bridge PIF account will be utilized for asphaltic concrete ov e.rt ays by Englewood forces , a~ 1 associated ma in tenance program adm inistration , testing , and inspection . Add ition ally , in 1995, Engineering w:. be coord inating with Cob itco . in the development of new slurry and micro surfacing product des igns , incl uding some with local asphalt products . Th is effort is to provide Eng lewo od with qua lity . cost effective slurry and micro- surfacing products in future years . Our specified ERGON emu lsions may not be ava il ab le in the Denver area after 1996. • Note : Due to the varying app licatio n rates or micro-surtaci ng, with ever chang ing roadway conditions , micro- surfacing is contracted by un it weight app lied (tons ). They are intendec to be represe nta tive or th e proposed programs and are , of course , subject to your rev iew and commenL Since 1987, we have addressed th e maintenance needs of some 66 mil es of our approx imately 120 mile roadway system . The 1995 program will add about another 10 mil es to that tota l. Co nsequently . many deserving ma intenance candidates exist with in our street system . A progressive slurry seal/ micro-surfac ing program would address all of the streets with the system over a seven ye ar period, sugge stin g that he ann ual budget for th is ac tivity remains at 50% of idea : fu ndin g leve 's .
