See attachment for previous Council actions . RECOMMENDED ACTION Adopt Resolution of Intent to form Concrete Replacement District No . 1995 . BACKGROUND, ANALYSIS , AND ALTERNATIVES IDENTIFIED The proposed progrdm consists of construction of improvements adjacent to 330 properties in the City . for the past ~everal years , staff has worked tow:;;~& developing a City-wide concrete prog ram addressin g existin g sub-standard concrete and establishing a fralll6work for ongo ing maintenance for both public and private concrete . Staff be lieves that initiatin g a large concrete district, similar to pav ing improvement districts, provides us with a progra m l o best address the City 's concrete needs . As in paving districts , the costs of these im provements are borne by both the adjacent property owners , through special assessments levied for work done adjacent to their properties , and the City, through mon ies budgeted in th e PIF for alley, intersection work, incidental smrm sewer construction , tree removal replacemen~ program administration, eng ineering , surveying , testing , etc. A public hea ri ng on the formation of th e district and the introduction of the ordinance creating it are both proposed for Monday , May 15, 1995. This will allow required construction to be completed before bad weather sets in next Fall . FINANCIAL IMPACT Concrete Rep lace,nent District No . 1995 is scheduled for construction during the summer of 1995 . Funding for the City's portion of the project In the amoun t of appro xi mately $325,000 Is budgeted in the 1995 PIF . For the past several years , staff has worked towards developing a City-wide concrete progra m address ing existing sub-standard concrete and estab li sh ing a framework for ongo ing ma intenance for both public and private concrete . Staff be liev es that initi ating a large concrete district, similar to pa ving improvemen t districts , provid es us with a program to best address the City 's concrete needs . As in pav ing districts , the costs of these improvements are borne by both the adjacent property owners , through special assessments lev ied for work done adjacent to their properties , and the City , through mon ies budgeted In th e PIF fo r alley , intersection work , incidental storm sewer construction, tree removal replacement , program administratio n, engineering , surveying , testing , etc . Th is will allow requ ired construction to be completed before bad weather set~ in ne xt Fa ll. Fu ndi ng for the CitY 's' i:,,rt,on of the project in the amount of appro xi mately $325 ,000 is budgeted in the 1995 PIF . Construction fun ding for th e asse;sable portion , in the appro ximate amoun t of $270 ,000 wi ll need to be provided by the City from th e Gen eral Fun d balan ce , but is re imbursab le throu gh assessments to the affected properties and will be due wi th pro perty taxes in 1997 .
