Series of 1994 coveri ng the panicipation in the Arapahoe Coun ty CDBG Ent itlement Program for funding ye ars 1995 through 1997. RECOMMENDED ACTION : Scaff seeks Counc il sup pon for a resol ution to apply for a I 996 Community Development Block Grant (CDBG). Funding leve ls for 1996 are not ye t available. but it is anticipated that the funding level will be close to the 1995 CDBG award. wh ic h wa1 S236.577. BACKGROUND. ANALYSIS. AND ALTER NA TIVES IDENTIFIED : The ~ Q2fili fI2Ufil!l consists of the following objectives : The Entitlement Program provid es grants 10 units of local government and urban c unties to meet housi ng and community dev elop ment needs . The prim ary objective of the program is the devel- opment of via ble urban co mmu nities by : I) prov iding decent housi ng and a suitabl e liv ing enviro nment : and 2) expanding ec onomi c op ponunities . prin ci pa lly fo r per so ns of lo w-and moderate incom e . The objecti ve of the Program is ac:.::ved through a pr og ram developed by the lo ca l gove rnment wh ic h is designed to give maximum pri ority to those activit ies whi ch will benefit low-and mod er- ., : .. ~·o : .:, =-ee yc ed ?:ir;er , :-• are-income families or which will aid in the prevent ion or elimination of slum or blight. The re-• quest for fund s may also include activities which are designed to meet other urgent development needs in the community which pose a serious and imme~iate threat to the health or welfare of the community if other financial resources are not available . The activities that will best serve the objectives of the pr<>gram will be determi ned by the local gov - ernment . Funds , which are appropriated annually by the Congress for this program. are allocated by staru- to~/ fonnula to t~ch entitlement area . Arapahoe County is an approv ed en titlement area . The gnnt funds are distribu~ on a fonnula bas is to panici pat ing cities within Arapahoe County . In order to receive funds from the 1996 Arapahoe County CDBG Program, the local government must submi t an .:pplicarion . Since the program is noncompe titive , the County will evaluate the applicat io ns bas ed on co mpliance with th e ~ational Objectives . For fiscal year 1996. a mu lti-project CDBG appli cltion is be ing proposed. Fundi ng will allow the continuation of the Housing Rehabilitation Program. and will assist wi th the funding for !he Family Self Sufficiency Program sponsored by the Englewood Hou si ng Authority . n NAN CIAL IMPACT: The existing housing emp loyee s in the Community Development Department are ava ilable to ad - minister the program . and their sa laries and benefits are part of the City's contribution toward funding the Housing Rehabil itat io n Program .
