WHEREAS. to protect the hea lth , safe ty nnd welfa re of the citiz ens of th e City of En glewood, it i! 1,'"cessary t.o provide impro ved recreation al facilities ; and WHEREAS, th. ;ity of En glewood . Co lorado has, in the exe rcise of its publi c powers, dete rm ined that it is necessary to acquire pr operty fo r the purpo ses of impr oV-:r.:! the rec reatio na l facilities in the City of Eng lewood. WHEREAS , th ·s prop erty, because of its location, is the best s uited fo r th e Ci ty's purposes . is with.in its mun ici pal boundaries and will requi re the acquisition by the City of Englewood from the owne r or owners , or other persons having a reco rd interest therein and has allocated fu nds the refore; and WHEREAS . negotiations for th e purchase of the necessary property have been unsuccessful ; NOW, THEREFORE.
