Q2 SERIES OF 1994 A RESOLUTION APPROVING FEES FOR THE LABORATORY ANALYSIS PROVIDED BY THE LITTLETO l~/ENGLEWOOD WASTEWATER TREATMENT PLANT LABORATORY . WHEREAS, the Environmental Protection Agency mandatu that all Pretreatment Programs require lnduatrial Uaen t.o analyze their proce11 wastewater effl•1enta for specific panmeters; and WHEREAS, the Pretreatment staff is also required by the EPA to periodically sample the industry's effiuent to assure compliance with the standards; and WHEREAS , currently the pretreatment analy1i1 is contracted to outside laboratories and the indll5tries are billed for ths co,t charged by the contract laboratory; and WHEREAS, the Littleton/Englewood Wastewater Treatment Plant laboratory now bo.s the equipment and personnel to begin running some of the Qrta)yais in.house: and WHEREAS, the cost of the analysis will be revenue to the Littleton/Englewood Wa stewater Treatment Plant and would be cre<lited to the accounts for Littleton and Englewood on a fifty/fifty basis; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO , THAT : ~-The City Council for the City of Englewood. COMMUNICA110N Agmdaltan 12 h Subjed Laboratory Analyaes Costs Littleton/Englewood Wastewater Treatment Plant Dennis Stowe, Acting Director of Utilities Rick DeWitt, City Attorney NIA ~ ACl10N PROPOSED -Staff seeks Coun.cil approval of a resolution approving the attached price list for laboratory analysis which will be provided by the Littleton /Englewood Wastewater Treatment Plant laboratory. PREVIOUS COUNCll. ACl10N None . BACKGROUND The E.-1vironmental Protection Agency mandates that all Pretreatment Programs require Industrial Users to analyu their process wastewater effluents for specific parameters . In addition, the Pretreatment staff is also required to periodically sample the industry's effluent tu assure compliance with the standards. To date, all Pretreatment analysis has been contracted to outside labc,ratories. The industries are currently billed for the cost charged by the co'htract lab . The Littleton/Englewood Wastewater Treatment Plant laboratory has the equipment and manpower to begin running some of the analysis in-house . A price list has been developed -to charge the customers for this work. STAPP ANALYSIS The L/E WWJ'P laboratory is equipped with analytical equipment needed to run analysis A fm the treatmmt plant process . One of the long range plant goals for the new laboratory W was to be able to also run analysis for th e Pretreatment Division . By allowing the laboratory to run analysis for the Pretreatment staff it further utilizes thin equipment. No additional equipment is needed . The price list was developed by a survey of five Metro area contract laboratori es and those prices were then averaged . Due to the fact that industries now pay a contract laboratory, it would not increase their costs . FINANOAL IMPACT The cost of the analyses will be revenu<? to the L/E Wastewater Treatment Plant and would be credited to the accounts fo.-L"Hlct0n and gl ew o on a 50% basis .
