WITH ARAPAHOE COUNTY FOR A 1995 COMMUNITY DEVELOPMENT BLOCK
GRAN T TO F UN D THE HOUSING REHABILITATION PROGRAM AND ASSIST
WITH THE PlJN DING FOR THE FAMILY SELF SUFFICIENCY PROGRAM .
WHEREAS, Englewood City Council has apprpved CDBG application s since 1977 and
appro•·ed th e execution of an Intergovernmental Agreem ent with th e p•ssage of Ordinance
No . 37, Seri es of 1991 co vering the Ci ty's participati on in th e Arapahoe County CDBG
En t itl ement Program fo r fu nding years 1992 through 1994 ; and
WHEREAS, th e Engl ewood City Council approved passage of Council Bill No . 42, on July
,8, 1994, authorizing th e execution of an Intergovernmental Agreement between the City of
Englewood an d Arapahoe Coun ty cove ring participation in th e Arapahoe County CDBG
Ent itlement Progra m for funding years 1995 through 1997 ; and

ISSUE/ ACTION PROPOSED
Staff seeks Council support for a resolution to apply for 1995 Community Development
Block Grant (CDBG ). Funding levels for 1995 are not yet available, but it is anticipated that
the funding level will be close to the 1994 CDBG award which was $265,531.
PREVIOUS COUNCIL ACTION
Council has approved resolutions to file COB:.. applications annually since 1977. In
addition, the City Council approved the execution of an Intergovernmental Agreement
between the City of Englewood and Arapahoe County by passage of Council Bill No. 42 ,
covering the participation in the Arapahoe County CDBG Entitlement Program for funding
years 1995 through 1997 .
BACKGROUN.:>
The Federal CQRG Program consists of the following objectives:
The Entitlement Pr ogram provides grants to units of local govemm'\mt and urban counties
to meet housing and community development needs. The primary objective of the Program
is the development of viable urban communities by:
1) providing decent housing and a suitable living environment; and
2) expanding economic opportunities, principally for persons of low-and moderate-
income.
The objedi~ of the Program is achieved through a program developed by the local govern-
ment which is designed to give maximum priority to those activities which will benefit low-
and moderate-income families or which will .ud in the prevention or elimination of slum or
blight. The request for funds may also in,:lude activities which are designed to meet other
urgent <!evelopment needs in the community which pose a serious and immediate threat to
the health or welfare of the community if other financial resow·ces are not av.ulable.
The activities that will best serve the objectives of the program will be determined by the
local government.
Funes, which are appropriated annually by the Congress for this program, are allocated by
statutory formula to each entitlement area . Arapahoe County is an approved entitlement
area. The grant funds are distributed on a formula basis to participating cities within
Arapahoe County.
In order to receive funds from the 1995 Arapahoe County CDBG Program, the local govern·
ment must submit an application . Since the program is noncompetitive, the County will
evaluate the applications based on compliance with the ational Objectives .

For fiscal year 1995, a rr .ulti-project CDBG application is being proposed. Punds are bei,1g
requested to support th ! City 's continuing H11using Rehabilitation Project and to provide
funds for Family Self Sufficiency sponsored by the Englewood Housing Authority with the A
following estimated amounts . W
l ) $201 ,750 to rehabilitate 16 low -income housing ~ts scattered throughout the
City;
2) $10,000 to support Family Self Sufficiency;
3) $13,250 for general administration;
4) $40,000 for direct administration.
STAFF ANALYSIS
Funding will allow the continuation of the Housing Rehab :J itation Program and will assi st
with th e funding for the Family Self Sufficiency Program sponsored by the Englewood
H ousing Authority .
FINANCIAL IMPACT
The two existing housing employees in the Community Development Department will be
avai lable to administer the program, and their salaries and benefits are part of the City's
contribution toward funding the Housing Rehabilitation Program. For the first time in 1995,
the City will be utilizing a portion of the CDBG funding for a staff position to directly
administer the program ($40,000).
