A RESOLUTION CALLING FOR A SPECIAL ELECTION PURSUANT TO SECTION
137:6, IMPASSE RESOLUTION PROCEDURE, ESTABLIS HED BY THE HOM E RULE
CHARTE R OF THE CITY OF ENGLEWOOD , COLORADO, RELATING TO THE
ENGLEWOOD POLICE BE NEFIT ASSOCIATION/FRATERNAL ORDER OF POLICE
LODGE #22 .
WHER EAS , the parties were un ab le to reach agree ment on a ll mandatory subjecLs to be
co ntained in the Collect ive Bargaining Agreem ent on or before July 1, 1994 ; and
WHEREAS , imp ••"" wns declared with each party separately submitting to the Career
Service Board an impasse statement which contai ned thnt party's final offer regarding
ony mandatory subject upon which the parties were nt impasse; and
WHEREAS, the Career Service Board issued written findings of fact and
reco mm e ndatio ns for resolution of the mnndotory subjects in djspu te ; and
WHE REAS, withi n fiv e (5) wo rking days afur receipt of the findings and
recom mendations, the parties were unable to rench agreement over the tenns of the new
Co11 ecr iv e Ba rgai ning AgTeement : and
WH ',REAS , the Englewood Polic e Ben efi t Assoc iation/Fraternal Order of Poli r.e Lodge
#22, ho s not ified City Counci l of its dissatisfactio n with the Ca ree r Service Board's
rec omm endation co nc erni ng the compensation an d retir eme nt benefi ts; and
WHEREAS, pursuant to Section 137:6 of th e Home Rui c Charter, th e City Council hereby
s ubmits to a vote of the quali fied electo rate of the City the Final Offer of the City, the Final
Offer of the Engl ewood Police Benefit As soc iation/Frntern nl Order of Police Lodge #22,
and the Decisio n and Order of the Career Servic e Boord ; and
WHEREAS , as required by Charter each alternative single measure on the ballot
submitted to an election as a result of an employee impa sse includes a statement prepared
by the City's Fina ncial Depa rtment stating th e finan cial impact of each alternative singl e
measure fo r th e next one year: -

E NG LEWO OD , COLORADO , AS FOLLOWS:

Colorado, at a special election to be held No ,mbe r 8, 1994 , the question of the amount of pay
raise end th e a mount of retire:-ne nt healtl. benefits authori zed for th e Police Officers
r epresented by the En glewo od Poli ce Benefit Assoc iation, Fraternal Order of Police Lod ge
n2, contract fo r the years of 1995 a nd 1996.
~-The voti ng ma chines or paper ballots for said election shall carry the
foll owing designation which shall be th e submissio n clause, and voters a.re allowed t.o
select one of the foilowing, the one receiving the highest number of votes will be deemed
a pproved :

THE QUESTION OF THE AMOUNT OF PAY RAISE AUTHORIZED FOR THE
ENGLEWOOD POLICE BENEFIT ASSOCIATION, FRATERN AL ORDER OF POLICE
LODGE #22, CONTRACT FOR THE YEARS OF 1995 AND 1996.
CITY OF ENGLEWOOD FINAL OFFER:
PAY RAISE
2% increase on the 1994 base wage ra te effective January 1,
1995, and an additiona l 1% increase on th e 1994 wage rate
effective July 1, 1995. Wage rates fo r the cale ndar year 1996
will be determined b;-negotiation between the parties
consistent with the provisi ons of th e Englewood City Charter
to comme ·.1c e during 1995.
Effective January 1, 199 5, the base wage rate fo r a
Probationary Police Office r hired on or aft.er Janu ary 1,
1995, will be S2,450 pe r month for 1995, and there shall be no
furth e r increase in 1995.

RETIREMENT HEAL TR BENEFITS:
Continue current provision of payment of up to $75 .00 per
month .

new retiree)

CARITR SERVICE BOARD RECOMMENDATION:
PAYRAISE
2 V4 % increase on the 1994 base wage rate effective January
I , 1995, and an edditional I 1/4% increase on the 1994 wage
rate effecti ve July I , 1995. Wage r ates for the cale nd ar year
1996 will be determined by negotiatio n be t ween th e pa rties
con s istent with the provisio ns of the Engl ewoo d City Charter
to co mmence du ring 1995.
Effective January I, 1995, the base wage r ate for a
proba tionary police officers hired on or after J anuary 1, 1995
will be $2 ,450 per month for 1990, whic h includes the above
1995 wage in:reases.
