V SERIES OF 1994 A RESOLUTIO N DECLARING THE ENGLEWOOD CITY COUNCIL OPPOSITION TO AMENDMENT 12, WHICH WILL APPEAR ON THE NOVEMBER 8, 1994 GENERAL ELECTION I! '1.LOT. WHEREAS , Amendment 12 would open the initiative, referendum and rocall petition process to wideJpread fraud by making signature validation on such petitioM virtually 'lllworkable; and WHEREAS, by removing r.ritical voter ide ntification and anti .fraud requirements, thuo pe·rmitting non •residenta to sign petitions, Amendment 12 would impair local voten control of their initiative, referendum and recall processes ; and WHEREAS, \mendment 12 could potentially open every governmental action, including bid awards, penonnel matten and permit decisions to petition, expensive dolays and endless elections ; and WHEREAS, Amendment 12's reduced signature and anti•fraud requirem• .,ta, combin ed with manated delays of effective dates would provide a potent tor: to small political cliques that want to frustrote or delay public projects; and WHEREAS , taxpayers would be forced to pay for printing of pet '~o ns and provision of oth er services t..o private petitioners; and WHEREAS , Amendment 12 contain s numerous provisions designed to prevent voters from recei ving objective information con ce rning a ballot issue or its fiscal impact from their local governments; and WHEREAS , Amen dm ent 12 will dive rt tax dollars away from public purposes and into the pockets of ballot issue promoters and political candidates via a campaign contributon tax credit; and WHEREAS , Amendment 12 is so ambiguous and badly written that thousands of taxpayer dollan in attorney fees and court time will be required to determine what it actually mean s ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , CO LORADO, THAT : ~-Amendment 12 is hereby oppo sed because it would be severely detrimental to the City of Engl ewood and its citizens. ~-Citizens a r e encouraged to becom e fully info rm ed about all of the details of the Amen dm ent and its effects on th em , their community and thei r state before voting on November 8, 1994 . 12 b 1 ~ The citizen, of the City of Enclewood are encoi.rqed to vote "NO" on Amendment 12.
